I have same question as Patricia, but with regard to charters. Because many of them bought them right when COVID started & want to use CRF (or ESSER) to fund that purchase (go back to March 13 timeframe on that purchase). Now do they have to give them back to the district even though they bought them pre any CRF or ESSER funds were on the table. Or can we just make sure that we work with them to track the inventory for the period of time required and still let them retain possession for use with students?

Did something change for CRF? I believe that time and effort is not a requirement for CRF. This is from the compliance supplement I believe.

The Dept of Treasury and FAQ as well as the SAM.gov compliance requirement specifically states that Uniform Guidance Subpart E Cost Principles is not applicable to CRF which includes Time and Effort
