How does the recently released NYCHA Blueprint relate to PACT? Is the Blueprint just covering developments that are not PACT-eligible?

I'm curious if/how the rehabs will prioritize electric heating/cooling (ex. heat pumps) given NYS and NYC climate and clean electricity goals (I have not read the NYCHA Climate Mitigation Roadmap so apologies in advance if the answer is in there).

Can a prequalified developer partner with an MWBE that is not on the pre-qualification list to respond to Round 9? Many smaller MWBE firms can’t meet the minimum requirements for PACT pre-qualification on their own.
