I'm not surprised that the carbon savings from HPs is higher. Retrofits are expensive, custom work... heat pumps are more standardized. You will probably find that weatherization has more *other* benefits: comfort, jobs, etc, but I'm not surprised at all on the carbon savings

Have you considered asking Ithaca to ask people getting building permits to install Fossil fuel equipment to make an offsetting donation to the Climate Fund? Seems like it mit fit their Green New Deal.
