We understand that continuing mantra regarding "don't talk to other levels of government". As long as the city (DONE / City Atty) continue that emphasis, more and more of our work will be DIRECT UINCIVIDUAL ACTION to those other levels of government. City Council will take public comment in a sub committee once, and that counts as the public comment for that item through the process

@raquel — thank you. I don’t think all understand about abstentions. Often we have board members participate in discussion and then abstain. I think its to show their “side” that they wouldn’t vote yay or nay on something, not because they don’t understand.
