A key priority now should be meaningful access, in line with the Declaration principle 37.3 and 37.3, in three aspects: 1. universal access, including free access for those who cannot afford it; 2. meaningful connectivity, based on the recent a4ai guidelines; and 3. meaningful online content and digital literacy for when people get online, exposing them to public interest content, credible news, educational and e-government services and participation in the digital economy.
