35:37
reposting the WPF report, as apparently my first link didn't work

37:06
we'll share slides

56:07
WI leg sessions are two years, so three year minimum process IF everything goes well.

56:46
Are there opportunities to create residential improvement districts freezing the tax levels of all households within certain districts?

57:59
The legislature authorized a loan program that WHEDA administers which provides deferred payment loans low income seniors to pay their property taxes.. So, one class of homeowners gets assistance to pay their taxes. Is this an alternative to address the issue?

58:45
Is this the same reason that prevents more local option sales taxes or other local increase options for sales tax increase being enacted by Milwaukee?

58:46
Maria, my understanding is that is allowed due to the fact the bill is uniform, even if the administration (when they are paying) is deferred

01:03:42
From an insurance prospective, assessment value vs replacement value will be different.

01:04:38
Our WHEDA partners on the call might have a better link, but more on that program's over view can be found here

01:05:24
Thanks for answering that!

01:06:18
ACTS is lending in partnership with Legal Aid. They are also lending to help people vacate foreclosure judgements, as well.

01:07:52
Perhaps the reference was to the "Internal Improvements" restrictions on public funds for housing versus uniformity.

01:16:22
Wisconsin Help for Homeowners will be able to help with tax delinquencies as a result of financial hardship due to COVID-19. The program is still in the works and needs a final approval from the Fed. Treasury.

01:16:56
We are hoping to launch the program mid to late February.

01:17:18
Maybe this is where the presentation is headed... what is the current status in Madison and assessment of the prospects for the slog of advancing this through the legislature, any points of shared interest between urban/peri-urban/rural communities that have been identified or proved decisive in other states, and Reps/Sens. focused on this issue already?

01:18:33
Johanna, how is the program being funded?

01:18:40
What about timing issues? … I.e. delaying repayment until sale? A twist on WHEDA PTDL Program

01:18:56
Maria ARPA funds.

01:19:22
Every city in WI is working toward workforce housing, so bipartisan support for legislative change is more likely now than ever before...the whole state shares interest in this.

01:19:33
when are you emailing the presentation ?

01:19:45
Geoff, I can talk to that briefly

01:21:16
Maria, we can email the PPT later today

01:21:28
Bill, I agree with you on the urgency and need. Don't think the individual politics and political structure is lined up with that though.

01:22:05
Johanna, I am sorry if I missed it - does the program only help people who have both mortgage delinquency and tax delinquency? Or will it also help people who have paid off any mortgages and only own taxes?

01:22:23
*owe

01:22:25
The Wisconsin State Treasurer gathered treasurers and community partners to speak to this issue

01:23:09
Agreed. Urban & Rural and would look beyond Madison to Green Bay and other communities such as Fox Valley ie Republican. Many looking for diversified streams.

01:25:04
Thanks Irma! for adding that.

01:25:06
yes ^^^- the WI Take Root Milwaukee came about from this work - to form a collective voice, as I understand. Johanna thanks for this update

01:28:04
Geoff, one of the structural issue in WHEDA's product, from my perspective, is the costs of ongoing appraisals are passed along to the homeowner. A low income homeowner, making under 25k annually, coming up with the $400-500 to certify into the program for the privilege of deferral, seems like a stretch

01:28:15
A from scratch program could structure something differently

01:29:58
checked my numbers: $245 in first year and then $75 annually after that. so slightly lower, but still a concern

01:31:49
Thank you for the optimism Teig!

01:31:50
Thanks for bringing that up, Jermaine.
