What is considered a large budget?

How does the need for a financial host (sponsor) affect GMC decision-making? If we are a loose collaboration does that make us less or more competitive? Would it be better to have a formal organizational sponsor?

are these the same priorities/qualifications for the multi-year grant in the fall?
