If a consumer decides to waive an ILP (as opposed to signing one) what if anything does that change in terms of how service is provided. Generally speaking whether or not an ILP is accepted or waived we track goals set deadlines, etc.

There is not a federal requirement. Your state may have requirements, or otherwise you set the requirements in your own policies and procedures.
