Is carryover from FY21 to FY22 required for the NPS?
Laura Gorman
22:00
In our main current year carryover we do the total carryover then & don't subtract out the NPS carryover from that number?
Laura Gorman
24:06
Thank you for that explanation
CDE: Niko Kaloudis

And we do some of this in the actual application (GEPA, Acceptance of Funds...) correct?
CDE: Niko Kaloudis
41:06
@Meghan Yes, all of that will be in the app portal
Shiela Moore
41:25
Is there any requirement to document the indirect costs with ESSER II or ESSER III?
Marlene Brown
41:41
Did you say that an expenditure for 20 21 would be accepted for esser 111 funds now
JANELL WOOD
42:53
I am asking for our Superintendent. How is the ESSERII approval and transmittal sent in (attachment), Superintendent not sure
Andi Weisshaar
43:03
When will the application for ESSER III be available for us to access and accept the funding?
CDE: Niko Kaloudis
43:28
@Marlene Yes, you can budget for reimbursing expenditures from 20-21 for ESSER III once it's open
DeLilah Collins
44:01
@Janell the approval and transmittal will be uploaded in the application platform.
Merlin Holmes
44:11
Our ESSER II application was approved in a very timely manner. Thanks CDE team.
CDE: Niko Kaloudis
44:48
@Janell The signed approval and transmittal will be uploaded into the application itself.
DeLilah Collins
45:11
@Andi - we are working to get the application open soon. We are working through some system issues.
Michelle Carr
45:22
We have made revisions to our ESSER II application per review comments. What is the timeline for approval/review of those? We also need to apply for our supplemental allocation of ESSER II but do not want to delay changes already made. I hope that makes sense
Laura Gorman
46:34
When will the ESSER II Supplemental app for AUs for SpEd be open (or the email sent about the opening of it)?
Donna Crawford
46:55
To address learning loss with ESSER III, does it have to be summer, extended day, or extended year? Can it be during the day supports (interventions, flooding, etc)?
CDE: Niko Kaloudis
47:21
@Michelle Teams are reviewing applications on a rolling basis as they come in. For ESSER II we are looking at a 2-3 weeks turnaround (depending on the team)
Lisa Clark
48:53
Can I get a reminder of the grant codes for ESSER II and ESSER III?
Michelle Carr
48:58
Thank you
DeLilah Collins
49:09
@Laura we are working to get that application open as well and will send a notification when it becomes available.
CDE: Niko Kaloudis
49:09
@Donna, it doesn't have to be one of those listed as long as in your description you make a connection to how the activity will address learning loss.
Michael Everest
49:43
Can you also let us know what the CDFA numbers are for the ESSERs?
Jennifer Austin
50:24
They are on the CDE website, I will provide a link.

What about using ESSER funds to expand leave benefits for mental health purposes?
Woodlin School Myers
51:00
What is the process if you want to use ESSER III funds for HVAC? Do you have to have the actual HVAC plans approved by CDE? I also thought you had to be approved by another state agency. Am I correct in this thought process?
Weld RE4 Schmidt
51:15
our title I funding was cut drastically next year . We would have to reduce an interventionist. We would like to use ESSER III in order to keep that person to work with targeted students with lost learning
CDE: Niko Kaloudis
51:59
@Woodlin Approval of your budget in the ESSER application will count for prior written approval.
CDE: Niko Kaloudis
52:30
@Woodlin as long as construction isn't complete before approval.
CDE - Steven Kaleda
52:52
ESSER I and II CDFA numbers are 84.425D. ESSER III is 84.425U They can also be found on the Grant Award Letter when received
Laura Gorman
53:01
In the case of Counselors if we want to pay for existing counselors, but fund them with ESSER because they are going to be heavily supporting students due to the fallout of COVID for students - is that allowable?
CDE: Niko Kaloudis
53:04
@Weld RE4 ESSER funds can be used for the same purposes as ESEA Title Funds
Tom Turrell
53:41
requiring staff to clean teaching and learning areas 1/2 hour / day; is that considered "hazard pay" or just additional duties as assigned?
Melanie Trujillo
53:50
Can we say that due to PPR funding reductions as a result of COVID, we were unable to pay staff an annual increase (step & COLA) this year and pay that amount in a lump sum retro now at this point in the year to "catch up"?
CDE: Niko Kaloudis
54:41
@Tom that would depend on your local policies. Districts are able to give stipends for extra duties or stipends for hazard pay.
Jack Bay
54:54
how will charter school become aware of supplemental funds
Jennifer Austin
56:05
Remember if you plan to provide stipends for any reason, document and also include in your internal procedures when/who gets stipends and who authorizes as well. When/if monitored, it will be reviewed to determined if you followed documented procedures for federal and non-federal funds.
Greg Fieth
56:30
For ESSER II Supp. Students with disabilities - is that by BOCES or AU?
Teresa Hopson
58:09
Do we need different access for ARP ESSER III to access the application in the pipeline?
CDE: Niko Kaloudis
59:00
@Teresa You will need the ARP ESSER III access in IdM
Teresa Hopson
59:43
Thank you
Jeremiah Johnson
01:00:12
Is the period of performance the same for the supplemental ESSER II funds as it is for ESSER II?
Laura Gorman
01:00:23
If a school is seeing an increase of EL students going into 21-22, and they want to increase their FTE that supports those students (e.g. increasing a .2 FTE to a 1.0 FTE for an EL teacher), can they do use ESSER for that FTE? It would be hard to say definitively that the increase in EL students is the result of COVID-19, but could the rationale for ESSER be "continuity of service?

Kathy Emter
01:02:53
is the "CARES Act and CRRSA Expenditure Types vs funding Sources: guidance for Colorado School Districts that was updated 3/15/2021 still the most accurate guidance for expenditures?

Are we able to include in ESSER II and III insurance costs that are related to COVID? Such as the icosts associated with treating employees who had COVID.
Weld RE4 Schmidt
01:05:02
Last time I looked at allowable use document matrix on CDE website, it still didn't have ESSER III listed? Will that be updated to add ESSER III
Jennifer Austin
01:05:38
Yes, will be updating the Matrix with any updates/revisions, etc.
CDE: Niko Kaloudis
01:05:57
@Weld we do have this guidance posted for ESSER http://www.cde.state.co.us/caresact/crf-allowableexpenditures
Cheryl Cook
01:08:02
If we addressed all comments on our ESSER 1 revisions, do we assume we are okay to move forward or will formal notification approving revision be sent?
Jeremiah Johnson
01:08:16
Just to confirm, for supplemental funds is it safe to assume that general terms of allowability is the same as ESSER I, II, III understanding that it needs to target the population for how the funds were awarded.
Greg Fieth
01:08:27
Have we heard what the learning loss reporting requirement for ESSER II will entail at the district level?
Shiela Moore
01:08:42
My question was; do we need to document indirect costs for ESSER II & ESSER III?
CDE: Niko Kaloudis
01:09:01
@Jeremiah Correct
Jennifer Austin
01:09:48
You need to document how you calculate those indirect costs.
Shiela Moore
01:10:28
Thank you!
Lynne, Juniper Ridge Community School
01:11:22
Is the indirect percentage the same for all?
Jennifer Austin
01:11:37
No it is based on your approved rate through CDE.
Lynne, Juniper Ridge Community School
01:11:58
Thank you.
Greg Fieth
01:11:59
Is CDE recommending allocating ESSER III funding $ to charters using the same methodology as ESSER I II
CDE: Niko Kaloudis
01:12:29
@greg yes
Janice Martin
01:12:34
but we still need to show some where how we spent the indirect jut not in the application correct?
Liz Duncan
01:13:08
How do you measure allocablility for existing staff costs?
Jennifer Austin
01:13:15
The indirects are what is called a contra revenue type of account. You calculate your applicable ICR mnthly or quarterly.
Finance Payroll
01:13:21
Are we able to include in ESSER II and III insurance costs that are related to COVID? Such as the icosts associated with treating employees who had COVID.
Jennifer Austin
01:14:07
IT is then posted to your GL as an expense in order to be able to draw those funds. The other side of the entry is a revenue or reduction of expense somewhere else in your books, meaning perhaps to your general fund, etc.
Weld RE4 Schmidt
01:14:12
Sometimes we don't know exact number of staff needed for summer school, etc. as that may depend. Can we provide an estimate of staff or a range - your comments seem to want to know exact FTE and pay, but we don't always know exactly
Jennifer Austin
01:14:33
Sorry it is a contra revenue account.
CDE: Niko Kaloudis
01:15:16
@Weld You can use estimates and then update the amounts later once you have exact amounts.
Angi - Montezuma- Cortez Sauk
01:16:29
Just to clarify then on salaries- say we are having summer school- can we "clump" all the teaching staff into one line item as long as we say 8 teachers at such a rate for so many hours?
Mimi Livermore - Adams 12
01:17:00
Has the ESSER III allocation for SpEd been provided? Also, is their any information on what support is going to be given for the homeless programs from ESSER III?
CDE: Niko Kaloudis

@Weld example: # summer school teachers at a $---- stipend for x number of days
Veronica Bradsby
01:17:20
Thank you Nazie!
Laura Gorman
01:18:35
Do we have an answer on whether or not we need to share with charters on the ESSER 2 AU Supplemental or how that needs to be done? Can it be that we consider the needs as we would normally do?
Marlene Brown
01:18:35
I did not get the slides from last week so would like to have those please.
Jennifer Austin
01:18:37
Reasonables at that point in time. You can always save quotes from amazon for example as support for your choices, don't send with application, but consider hanging on to
CDE: Niko Kaloudis
01:18:43
@Mimi How state set-aside funds for ESSER III will be spent have not been determined at this time.

Regarding the safe return requirement-our district had a return to school resolution adopted during a board meeting as well as biosecurity protocols for reopening posted on website. Would this satisfy the requirement? thanks!!
Jeremiah Johnson
01:21:16
I read a national publication that said this was allowable, but would like to get your thoughts... can we use ESSER funds to cover the cost of paying students a $$ award as a part of a designed summer internship program that has strict guidelines, outcome measures and requirements. It is an expansion of an existing program.
Weld RE4 Schmidt
01:21:48
My question was missed before. Can we replace lost staff due to reduce Title 1 funding with ESSER III since its fed money with fed money (We want to keep an interventionist for lost learning but our Title 1 was cut drastically next year)
CDE: Niko Kaloudis
01:22:18
http://www.cde.state.co.us/caresact/approval-transmittal-arp-esser-3
CDE: Niko Kaloudis
01:23:36
@Tatyana A board resolution and approval of the plan with allowable time for public input is great.
Jeremy Burmeister
01:23:46
Doesn't ESSER specifically say that the supplement/supplant issue is not a part of the act?
Jennifer Austin
01:24:00
Jeremiah, I don't believe this would be allowable, it feels like a participant support cost, which is required to have prior approval.
Greg Fieth
01:24:12
What is the definition of being back in person (back in person all 5 days or can it be back in person 4 days per week and synchronous/extra learning support on fifth day)?

CDE: Kristin Crumley
01:28:36
@Weld Given that ESSER II and III do not have a supplement/not supplement provision and any activities allowable under ESEA would be allowable under both, using ESSER funds to ensure continuity of services to students in Title I school would be allowable. You can also use ESSER funds to address the needs of children from low income families, children with disabilities, English learners, and other student groups or other schools or student groups disproportionately impacted by the pandemic. So you have a couple of different options for using ESSER funds for paying for intervention teachers and paras. As always, addressing the reasonableness and connection to COVID-19 in the application will help reviewers be able to approve the budgeted items.
