For the record, the initial NC Funding amount was $50,000 annually.
Glenn Bailey
01:03:53
If anyone is aware of an IN-PERSON meetings held by any NC, please let us know. Mike Benedetto stated North Hills West NC and Palms NC are or will be doing so.....
Sidney Gold GHNNC
01:04:54
I agree with Tony that structure of meetings be decided locally by individual NC's
Alvin Waters
01:05:32
Wrong John Lee is working on Council file to not allow that
Heath Kline
01:05:55
If Tony wants to make that a motion, I second it!
Cindy Cleghorn
01:06:45
Our last translation bill was $150. Curious what Tony said. The requestor was a no show.
Garry Fordyce
01:07:35
North Hills West has had no Brown Act Agendized in person meetings to my knowledge. If in fact they did, it was not agendized for discussion nor compliance with the Brown Act !
Sharon Brewer
01:08:34
Asaad, please provide the list of the NCs who have not met--gone dormant?
Tony Wilkinson
01:08:49
Well, honest observation, we really do have a red vs blue in-person vs online divide on this issue. Each side is demanding that all adopt THEIR position or leave. We now mirror the national divide, us or them. Sorry to see a lack of support for LOCAL CHOICE.
Jessica Irias
01:09:21
Hello, beautiful people. Jessica Irias-LAUSD-Healthy Start
Heath Kline
01:09:47
Tony, I second your “Motion” for Local Choice
Tony Wilkinson
01:09:49
Hi Jessica!
Jessica Irias
01:10:05
Hello, Tony how are you?
Tony Wilkinson
01:10:28
Thanks Heath. Perhaps the more folk consider the issue the more support we will get for a local choice.
Jessica Irias
01:10:46
Correct.
Jessica Irias
01:11:34
I know Granada Hills is having their meeting tonight.
Benny Bernal
01:11:41
Maybe it's time to have both in-person meetings while being live on Zoom?
Tony Wilkinson
01:12:54
Jessica, having fun now I can cause more trouble for more government agencies now that I can participate online. Online meetings are truly the future. Also makes for easy recording and availability of videos for people who did not attend. Huge benefits for OPEN GOVERNMENT.
Cindy Cleghorn
01:13:35
Leave to Local choice. Find middle ground on this. Board and stakeholders want to meet face to face for events. Meetings may be different. The City doesn’t have answers for safety of board members.
Keren Waters GHNNC
01:13:56
I agree with Tony and Sid. NCs have to decide what is best for their NC. NC board members are unpaid. Some meetings can go to 10:00pm or beyond. After tear down and returning the equipment to storage, board members may not get to sleep until after midnight. It is much smarter, easier and safer to log off, rather than to drive home fatigued, and be a danger to others and ourselves for a volunteer role.
Tony Wilkinson
01:14:06
It's ironic how many people complain about what goes on at in-person board and committee meetings in downtown LA and yet demand that their own Neighborhood Council be similarly hard to access (except for the hours issue).
Emilie Hill, SVANC
01:14:24
We are so fortunate to have grown the capability and knowledge post-COVID to run hybrid in-person & Zoom optional meetings. It would be wonderful to have permission to run hybrid meetings so we could better serve all members of our respective communities.
Jessica Irias
01:14:49
I agree with you Tony. Is the future.
Heath Kline
01:15:58
Local Choice with hybrid meetings particularly for NC committees.
Tony Wilkinson
01:16:28
I saw an applicable quote to effect that "The pandemic has taught us that 'normal' will never return". The world has changed and we need to rethink almost everything we do.
Len Shaffer
01:17:22
AB2449 would amend the Brown Act to allow a hybrid meetings involving board or committee members under certain conditions that would be very difficult for NCs to comply with. Here's the link to the bill - https://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=202120220AB2449
Heath Kline
01:17:38
Tony u speak the truth
Cindy Cleghorn
01:17:41
And some stakeholders like to tear apart board member’s because they just don’t like them and will go to extensive lengths to tear their lives apart.
Heath Kline
01:18:21
Yes Cindy
Tony Wilkinson
01:18:28
I agree with Alvin about the dangers of in-person meetings. My preference is more about the public access and transparency benefits of online meetings. I think they both deserve some consideration.
Glenn Bailey
01:18:41
Just another announcement that our Valley LADWP Liaison, Christy Holland, is in attendance should you need to contact her for any DWP issue. On the attendee list as Christina Holland. Thanks Christy.
Jamie York
01:19:02
I feel the same re the advice from the city attorney
Jamie York
01:19:13
They say no instead of helping you get to yes
Brian Patton Arleta NC
01:19:18
I think to participate as a board member on an NC that the board members should take the time to meet in person and that board members should be able to set the time aside to participate in person as this will also ensure that they take the time to perform with quality service.
Tony Wilkinson
01:19:50
I want to know when LADWP is going to LOWER my water and power rates!!! :)

Jessica Irias
01:20:56

Watch the Council meetings. Incidents are well documented. Freedom of speech is encouraged but there has to be boundaries.
Jessica Irias
01:21:47
I have my camara on.
Tony Wilkinson
01:22:10
We *DO* have local choice for meeting versus webinar. THAT is a case where DONE has convinced NCs that they 'strong recommendations' are RULES.
Jamie York
01:22:21
Not all neighborhoods have equal internet access
Jessica Irias
01:22:58
Hello beautiful Joanne.
Tony Wilkinson
01:23:06
In Panorama City, we conduct all of our meetings, Board and committee, as Zoom MEETINGS (not webinars). And we have has ZERO problems with participants.
Jeffrey Brown NoHo NC

Jessica Irias
01:23:34
Thank you Brian.
Joanne Yvanek-Garb - WHNC
01:23:51
Hello to you Jessica - I miss seeing you.
Alvin Waters
01:24:40
I think it would be beneficial to address all concerns and see both sides of the issue. It would be a disservice to stakeholders and the community to turn a blind eye on security concerns. Things and behaviors are not what they were prepandemic
Jessica Irias
01:25:26
I miss you too beautiful Joanne and everyone else. I miss being in Canoga Park Neighborhood Council.

Sharon Brewer
01:26:37
How would meeting in person make your NC's meetings better than by "ZOOM"? ZOOM meetings also allow the meeting recorded at no extra cost if someone missed it (board member or stakeholder).
Jessica Irias
01:26:56
Can you please turn on your camara Christina?
Jessica Irias
01:28:17
YEs, beautiful Sharon. It's awesome, zoom.
Sharon Brewer
01:29:25

Jessica Irias
01:30:23

Jessica Irias
01:30:48
I think it's RUDE.
Alvin Waters

These meetings are informative but they are long. After working all day, my camera is off because I am tired and I am in bed.
Jessica Irias
01:35:18
Great Job Christina. Thank you.
Corinne Ho
01:36:01
I am always on camera when I'm home. I'm not home and there is a lot of commotion around me so my choice is: Be on camera and distract the audience OR I wouldn't join if I have to be on camera at this particular time. It's certainly not out of rudeness. I am always on camera when at home or at work.
Brian Patton Arleta NC
01:36:10
Not everyone is comfortable on Zoom which is one example of a reason why the meetings should be conducted in person. Not everyone here was raised on computers where much further in the future this will inevitably change and at that point meetings will probably one day go online. We should slate out reviewing this every once in a while like every five years or so to ensure that those not raised on computers will be comfortable teaching us how to conduct these meetings and procedures.

01:39:49
Sharon, I agree. The camera is a personal choice that I always respect. Bening present is the key.
Pat Bates - Encino NC
01:39:50
I used a 130 gal on a watering today = but likely the final direct watering until late next spring!
Alvin Waters
01:40:28
I agree Rudy why hasn't the idea of desalination been introduced
Benny Bernal
01:40:44
Christina, since you spoke of the proper handling of reclaimed water, can you speak on the project taking place at the Pacoima Spreading Grounds? It is my understanding that reclaimed water will be pumped into the PSG that sits above our underground water wells. Doesn't the PSG provide water to the local community?
Tony Wilkinson
01:43:31
Alvin, desalinization is VERY expensive. LADWP is looking to recover water from the Hyperion wastewater plant first because that will RECYCLE the water we already have. It will eventually be stored in the San Fernando Valley aquifer (our underground reservoir) for later use (and also additional filtering).
Rudy Melendez LA /SFV 🇺🇸
01:46:06
Have you seen the bio swales on lankershim blvd in cd2 ???There filled with litter garbage and trash. Thanks paul krekorian
Tony Wilkinson
01:47:38
We do pump from wells at the TUJUNGA spreading grounds (North of Roscoe, West of the Hollywood Freeway). They all require active filters to clean up the water before use.
Rudy Melendez LA /SFV 🇺🇸
01:48:22
The neighbors i’ve spoken to that live near/next to the pacoima spreading grounds want perimeter overhead safety lighting.
Tony Wilkinson
01:49:21
Yes, Rudy. The Nature Parkway and the bike path to the East. That is going to be an LA County issue.
Pat Bates - Encino NC

Jamie York
01:55:58
It’s part and parcel of the things I talk about.
Tony Wilkinson
01:56:06
Rudy, I supported Cindy Montanez for the position. There is a campaign video to prove it. What we NC laders need to del with is the reality that in LA the City Council person is like a feudal lord. NOTHING gets approved for the neighborhood without the support of the sitting council member. So the day that Nury was seated, I became a supporter because my NEIGHBORHOOD comes first. I have seen Van Nuys NC, for example, run candidates against their councilmember and then suffering from that lack of political smarts.
Tony Wilkinson

For your district Lionel
Pat Bates - Encino NC

Jamie York
02:02:51
If redistricting is investigated I think we will find that it was more than just Nury et al we’re acting in their own interest rather than the peoples
Tony Wilkinson
02:03:02
From experience I know that Nury's STAFF will still be at work. They are public servants. KEEP CALLING HER STAFF ABOUT LOCAL PROBLEMS. That is the challenge Herb Wesson faced in CD7 when Filipe Fuentes resigned mid term, and Hern asked me to be his Community Liaison during the special election. People would complain in local meetings but not call the district office.

Keren is right. Three individuals have labeled of whole city across the world. I liked the reaction of Curren Price. Jamie York

I don't think that at this time the Los Angeles City Council should not appoint a City Council President. until the issues at City Hall gets resolved. We cannot move forward until the remaining council members resign, which will take time and social pressure.Personally, the whole city council needs to be reformed. I don't know who we can trust.
Mel Futrell, VP NHENC (she/her)
02:11:47
For anyone eligible a petition for recall should be I initiated. And yes, there must be an independent and 3rd party investigation. We need to speak on individual accountability as much as redistributing, party affiliations, and tribalism/group think.
Benny Bernal
02:12:12
This is why we created Valley Vote many years ago. We were tired of the corruption, nontransparency, not getting our fair share. part of the plan was to separate from Los Angeles and create smaller districts/15, create local government, (Neighborhood Councils) therefore giving the power to the constituents. That was just a few ideas.
Corinne Ho

The LA Redistricting Commission, in my view and knowledge, did not do anything wrong. It was the politicians who wanted to re-do their work who were the problem. That said, the last redistricting commission came up with some TERRIBLE districts that WE LOCALS objected to. It was NOT a great job.

We have been going through the update of our community plan with City planning. We have requested that they no longer split West Hills into south of Roscoe or North of h. We wanted to be whole. Then we learned the reason - large tract of land at the northwest corner of Roscoe and Fallbrook is slated to have a developer build 3 warehouses (totaling 98000 square feet) in a neighborhood of single family homes. Also, the land hosted Atomics International and the research and development of rocket engines in the 50's. Then Raytheon took over the property with their research and so on. The land has some level of pollution of dangerous chemicals. The developer intends to have 10 truck bays so there could be 40 truck trips a day going down Roscoe and other streets. It doesn't matter that the neighbors are in an uproar. We are not an industrial area. Some great planning from our city.

Redistricting MUST consider race. That's different from the kind of race-based transactional hostility on the released audio tapes. If we had that kind of inter-personal hostility in our NCs, nothing could ever get done. (Sadly, in a few, that is the case.)

Pat Bates - Encino NC
02:28:14
The SFV map was just bizarre before Nury 'fixed' it. at that point I think that may have been engineered. the final result needs to be re-evaluated. There is no district that should be denied representation over an adjacent area that has a significant impact on their area.

Glenn is right. In Panorama City, we call a later special meeting with a time like (if the regular meeting is 6:30 pm) "at 7:00 pm or after the regular meeting ends". That gives the chair and body the option of recessing the regular meeting, holding the special, then returning to the regular, or just finishing the regular and then holding the special (new roll call required).

Tony Wilkinson

Part of the problem with all of these taxes for CAPITAL investments is that they are used for OTHER PURPOSES that can technically be justified, as Susan is saying (Olympics needs, etc.). The real issue we have in parks, at least in low income areas, is inadequate STAFF to run park programs and maintain the parks we do have.

Teachers are considered to have low income and need affordable housing. We have to be very careful not to profile low incomes. There was a high school coach who was living in his car in our district. Everyone knows how expensive it is to live here.

Rudy, good grief! I didn't know that! :( The problem is it is now owned by a giant hedge funded new conglomerate that cuts local staff and centralizes reporting while trying to maintain the appearance of local life, so I'm not sure if the paper has a real personality any more.

At the moment, I think that both gambling proposals are doing poorly. We can never be sure. The state lottery has been a huge disappointment in terms of how little money it actually returns for public purposes.
Lee

it's the same scam as the lottery. Lottery was suppose to supplement schools. then the state just cut the general funds to which ended up being a net loss
Tony Wilkinson
02:51:35
One of the problems keeping low income kids in schools is lack of diversity in classes. Shop classe (which were wonderful when I was in middle school, 1950s) but VERY EXPENSIVE. Arts and music are much cheaper with the same kind of benefits for keeping kids interest and involment in school.
Scott Mandell SCNC
02:52:11
Keren, when you say teachers are considered to have low income, you can see the salary of the teachers and search by name. I was very surprised how much the ones we know make. https://transparentcalifornia.com/salaries/2020/school-districts/los-angeles/los-angeles-unified/

The mandates for ALL electric cars may be impossible for low income families. As with the last sweeping state mandate for electrics, I think it will not last. I say this despite being an advocate for electrifying as much transportation as we can. It's just that all these 100% efforts are economic time bombs.

Some of us here (only Tony?) are old enough to remember the terrible stories of deaths in alleys from coat hanger abortions. My view is that we have separation of church and state. Attempts to legislate abortion is no different, legally, from a Christian Sharia law.

Lee, I fully agree. My only point is that arts and music have a similar effect and cost less. I want shop back too! One of the key reasons is that we have a BOYS problem these days and shops are more important to lead them (and any girls who also want that) to start training for a trade career. We disassembled and reassembled (to run!) auto engines, set metal type from a California job case and ran jobs in a snapper letterpress, mechanical drawing (which I later used in advertising design), wood shop, metal shop. THOSE are the classes I have used lifelong, despite doing well in HS academics and getting a full scholarship at USC.

Great Heath! I was outnumbered by girls in my family, and support them always. However is is MEN who are falling way behind. In just a few years 2/3 of all college graduates will be women. Guys are becoming less well off than women and so women have fewer and fewer marriage partners and need to "marry down". It is a nationwide crisis, and we are still seeing nothing by programs that prioritize women.

TO BE CLEAR: Roe vs. Wade DID NOT abolish abortions, but sent the responsibilities back to the States. Currently in CA, Abortion is legal, including to save the life of the mother. The ballot item on abortion WOULD NOT affect other States policies, BUT WOULD allow abortions of 8 1/2 month, viable fetuses, for any reason which would be more like licensed murder. Read the ballot proposals. I do not feel the government should be involved in any medical decisions, but their involvement was initially important in order to provide TAXPAYER funded abortion.

I love Thomas and our NEA Jose Galdamez. However some of us think is just fine if we don't always see an NEA at our meetings. What is important is that an NEA can be contacted diretly when there is a specific local need. Personally, I would rather NEA's had DESK TIME (case work) rather than an ATTEND MEETINGS priority.

Tony Wilkinson

Retention requirements only say that if you DO keep the recordings, they must be kept for AT LEAST 30 days. There is not city mandate that they be deleted at any particular length. From a preservation of information standpoint, I personally think that multi-year is desirable.
