I don’t know the state they are in but I believe they’ve always been on the roadmap; at least since Barcelona when Art was discussing them

Its the opposite of ACL which is top down permissions paradigm, capabilities are a bottom up model that radically changes the game.

Dare I say that Permissions were the internets biggest mistake that gave rise to GAFA (google, amazon, facebook, apple)
