The staff crisis woud disapear if the federal government would give us the extra $5 an hour that was so graciously given to us a few months ago. The Eligibility Cards create a financial hardship for either the teaching staff &/or the programs. The Statute says DHHS "may" not "must" implement the card. The fee is set in stone. Please consider suspending or waiving this requirement long-term. $50 is a lot of money when programs are losing substantial income and makes it hard to attract staff when there are so many requirements that have an associated cost. Also, can the CPR/First aid requirement for subs be waived, providing there are staff on site at all times that have the certifications (as in previous rules). CPR/First Aid is expensive and a barrier for substitutes especially. I realize that some of these items fall under the Governor's emergency order and are not being required with the background process, but the staffing losses are expected longer than Covid- related emergency.
