Can you define what is included in debt? For example, is this car, home, medical, etc. Or we talking credit card & medical only?
Charity Hallman

Co-Pays are not the issue. Example from one client:
Robert Mitchell
01:04:17
She visits hospital and has a $24k bill. It is covered by Medicaid. Medicaid paid $3,400. The rest was written off. She visited another hospital that had a "coding error." The hospital sent 100% of that bill to collections...No Medicaid discount because of a "coding error." It appeared on her credit report. She disputed. The collector verified the account to the Credit Reporting Agencies, even though she proved that she was on Medicaid. There is a significant incentive to have a "coding error" because hospitals can collect 100% from the consumer, rather than 12% allowed by Medicaid.

Mark Norwine- will you put your question in the chat?

01:08:19
You mentioned baby bonds as one policy that could help address racial inequalities in wealth and debt. What about refundable tax credits, like the EITC and CTC, at the state-level?

What data do you have available on fees and fines in Arkansas specifically? (Given the challenge of getting this data) Would be especially interested in court fees and fines data
Rachel Wallace
01:15:05
Or in the interest of time, could I follow up with someone in particular on this question?
Joanna Ramani
01:16:34
Hi Bruno - Refundable tax credits are ESSENTIAL!
Joanna Ramani
01:17:17
There’s great evidence in the past year about how the expanded child tax credit helped families reduce debt and clear the way to build savings

Thank you for the question about baby bonds, EITC, and CTC. Evidence shows we need bold wealth-based solutions to build wealth and close wealth gaps. These would be a complement to income-based solutions like the EITC and CTC, which help people meet basic needs. The racial wealth gap is three times larger than the racial income gap. This link to Steven Brown's and my recent testimony on baby bonds provides more information: https://www.urban.org/sites/default/files/publication/104269/baby-bonds-provide-an-opportunity-to-close-the-large-racial-wealth-gap_2.pdf

In my research I have found attorney fees over $700, court cost over $250, and other interest making a bile double or triple over the debt they owe. This is on medical Denton the cases I'm looking at now coming out of Sherwood and Pulaski County. 1st timers..

What Judge Bailey is doing in terms of ensuring that basic procedural rules have been complied with is what every judge should be doing unfortunately Judge Bailey is the exception and not the norm. Kudos to Judge Bailey!
Robert Mitchell
01:32:32
Your honor, if a medical debt ends in a judgment, the judgment creditor issues a subpoena for supplemental proceedings, and the debtor does not appear, how does the court deal with that? Can/will the court issue a civil warrant for failure to appear for the supplemental proceedings?
Robert Mitchell
01:38:45
Washington State lowered the interest allowed on medical debts and enacted significant protections for consumers. RCW 19.16.250(28-29). Interestingly, collectors helped craft the legislation...
JANET A BOWEN
01:41:47
I know it sounds simplistic, but Medicare for All would prevent medical debt.
Robert Mitchell
01:42:53
Janet, I have many Medicaid clients who are sent to collections due to a "coding error."
