My own perception: Like drugs, fireworks are becoming a side business with cash-only (no tax traceable) in low income communities. This ends up with storage of large quantities (as in the South LA explosion). This is NOT just a "quality of life" issue. It is a dangerous, unregulated business.

Council Files are typically closed after two years of no activity. I don't even know if a CIS can be filed if file closed. CISs can be filed to otherwise inactive Council Files.

Jennifer has a point. An old council file is still a useful place to post an opinion. (Remember YOU can do so as an individual. This is not limited to an NC Community Impact Statement. As with CIS on ACTIVE council files, they are useless without SEPARATE follow-up by INDIVIDUALS to the staff of key elected officials. A CIS filed with no separate follow-up is a tree falling in the forest.

Agree /disagree with Lou. This simple answer to the Social Media Policy is for an NC to NEVER file another CIS again;. If we have no in-Board discussions of any city issues, then there will never be any Brown Act violations from social private media speech by board members. We will only do NPGs and outreach programs. NO POLICY work in the NC. Instead, we will all act AS INDIVIDUALS to influence the city.

Exactly Steve. There are 99 Neighborhood Councils under the umbrella of the City of Los Angeles. There isn't free speech in the workplace. As stakeholders you have free speech. We do not have free speech while operating as Neighborhood Council board members. The City will be sued for not dealing with Neighborhood Council Board member's who cause bodily injury and harm, which includes libel, slander, defamation in addition to direct physical assaults.

I agree with Bob. I'm not going to stop speaking our in social media on the general subject of 'homelessness' (for example) because something under that broad topic MIGHT SOMEDAY come before my Board. The Brown Act prohibition should only be for SPECIFIC MATTERS that ARE before the Board. The deputy city attorneys assigned to DONE worded the Social Media Policy in over-broad ways so as to infringe on private speech.

Tony, the other formats might be a bit swampy but really Nextdoor is dangerous because these self absorbed so called leaders of their neighborhoods are looking for trouble & got ya interactions... I regard Nextdoor equal to Telegram or Getr! We need to reach out, yes, but always control what's said & how it is said to the public from the NC. Personal communication should be freedom of speech but there's always the appearance of wrong doing that must be considered. Real freedom comes after you leave Public Office & become a Stakeholder again.

It might be interesting to see what happens of the city tried to throw out 40% of NC board members for refusal to take it. The interesting thing is that the redistricting committee appears to have followed their instructions to get rid of Nythia Raman by chopping up her district. Trying to actually change the map again will open the City Council to problems with the CD4 issue. I personally would just accept the maps as presented.
