Great point Kurt and thanks for being open to have a more in depth discussion about the role of CARB and the relation with Ari Districts. We need to take into consideration that not all Air Districts have the same culture, the same historic relations with EJ advocates and the same attitude towards this process. That is why we need CARB to be a backstop to the Air District and have more recognized authority in the Blueprint and in reality to help Steering Committees address disagreements with Air Districts.

To Kevin's comments about Conflct resolution and, if needed, challenging the primacy of the regional air district. It is important. On a CERP design team We were told by a staff member "We didn't even have to do this with you." when we refused to serve up convenient consensus about an important issue. We were repeatedly denied the power to vote creating a minority rule scenario by default. Thankfully we have that power now. I hope no one else has to lose 6 months under the pretense of community leadership. we lost time and they sadly lost a lot of credibility that they have to reconstruct. And YES the timelines are not realistic.

I agree Nayamin. Any conflict resolution process has to include a final decision making authority should the CR process fail or one of the partners act in bad faith. CARB should probably lead on that. Another model (and I'm just spit balling here) might be a committee made up on representatives from CSC's within that air agency or district. The air district would have a seat as would CARB.
