We have added a message on our past due notices informing customers they can call in to explore other options regarding assistance or payment plans.

We at CAPECO have used inserts with electric bills, flyers around community and sent to major employers etc., radio commercials were a huge hit here in Eastern Oregon.
I would say communication, posts for social media on where to direct citizens to sign up. We do currently run our own reduced rate program based on the LIHEAP guidelines which offers a reduced rate on water, sewer, street utility base fees.
I have also heard that if a Public Service radio announcements may be waived

We send out applications to previously served clients at the beginning of programs. We have put our numbers on local utility bills

All internal programs able to complete application with their current clients and turn in directly to EA staff, partnerships with other agencies, facebook, CAO website,
CAPECO OERAP program has had a big hit with partnering up with Oregon Human Development Corporation (OHDC), DHS offices, CTUIR Tribal liaison etc.
Master Grant Agreement(MGA)= large multi-program contract of business operations community action agencies have with the State of Oregon(OHCS) to deliver the services.
Is there an anticipated timeline of when the Vendor Agreement will be available to the agencies?
If a customer has a past due balance but has signed a time payment agreement, will they still qualify for this assistance?
Next question, if a person gets assistance in November, can they also get assistance in a future month?
what if the qualified client bill is for more than water and wastewater - how will the correct amount be ascertained? Such as stormwater or public safety charges
What if your agency bill contains more than just charges for water and wastewater?
you mentioned 'provides documents' what does client need to be prepared to submit/provide
Where can I find the draft vendor agreement to start taking a look at?
I missed the formula or methodology on the 'crisis' payment. looked like crisis payment was in addition to 100-1000. how calculated?
assuming signed vendor agreement in place...would utility be privy to approved payments in advance so we could turn water back on / avoid turn off while awaiting actual payment?

Will the program be expanding to landlords who pay for water/sewer?
If your county's community partner runs out of money, can they get more? $454K for Washington County will go fast.
