Will eligibility for participation in early childhood programs include immigrants, non citizens, only those below the minimum income level or will we be able to increase capacity and take into consideration diversity and equity in access? This is a complex issue. All children deserve a sound basic education.

We are challenged with teacher pipeline - enrollment in early childhood teacher preparation programs. How do we incentivize enrollment and support enrollment persistence to degree completion?

In regards to the rebuilding of infrastructure and being seen as a public good, the current mixed delivery system functions with different ideologies, a basic one being a profit vs not-for profit organizations

Sarah Moore from the State Board in Arkansas - I live in a rural area and teacher shortage at the elementary level is growing, much less in ECE. Do you think there can be associate degree programs that could effectively train ECE teachers?

I like Kenneth's question and Lori's answer. I would just say that I always try to start with the question: what's the behavior we're trying to change, and what do we need to know to change it? Engaging with stakeholders and asking some specific questions can help identify what information will turn out to be most useful in a given situation.

Kansas started the full-day kindergarten program since 2017. Are there any noticeable impacts that Ben can share?

I don't have any data points in front of me, but I do know it allowed districts to shift financial resources to PreK initiatives with Kindergarten fully funded by the state. Most districts were already offering full-day kindergarten prior to 2017, just not getting the funding from the state that they were getting once the student was in First Grade. I will see what data I can find and share it.

Just to reinforce what Sen. Pacione-Zayas is saying -- just the other day I was talking to an Illinois policy leader who was part of the fellowship, and said that it fundamentally changed his understanding of early childhood. It's an amazing program.
