Some counties defer delegated authority to the state. Santa Cruz is like that. Those counties do not have an LEA.

I haven’t been able to find the place where I can raise my hand…but I have one question and two statements…Q: Does Ag in our fields use compost from the compost facility? Statements: 1. I’ve lived here for almost 13 years, and this problem has become really apparent in the last 4-5 years…and it has gotten progressively worse in terms of frequency. The only thing that’s gotten bigger as far as I know is the Ag presence in the area. Or maybe compost facility has been taking more in. Anyway, it has to be some change that
