What structures do other states have in place to facilitate SBE-sponsored/supported legislation? In WA we can both submit agency request legislation to the Governor's office to be considered for inclusion in the budget he submits to the legislature, as well as the option to collaborate with our state legislators and legislative staff to co-design bills.

A short book for @Mary - In Kansas, the state constitution gives the elected BOE oversight of K12 education. We do oversee teacher licensure, school accreditation, curricular standards, and courses of study (graduation requirements.) This year the legislature brought forth bills which would infringe on the board’s role in these areas (a high stakes Civics test, introducing new graduation requirements.) Thankfully the governor vetoed those bills, but that might not be the case next time. Two of our 10 members serve as legislative liaisons and they are guided by a legislative agenda that our entire board collaborates on and approves.
