As an example of the policy/implementation covered by the Index: on harm reduction: we look at whether harm reduction is included in key policy and legal documents (policy), and we also look at whether key harm reduction interventions are available (e.g. NSP, OST, drug consumption rooms, etc.) (implementation). But we're not looking at prevalence of HIV among people who use drugs (policy outcome)

Tripti, on the policy side, we are actually looking at various policy documents, and across the four dimensions, so hopefully that can help show the differences in approaches (e.g. on law enforcement, on development, on harm reduction, on access to meds). India might have a strong score on access to meds, but a weak one on law enforcement for example

There may be cases where a country has a ‘decent’ policy overall but there are issues or events so egregious that they ought to be captured. eg. Country implementing treatment and then the head of the state or judiciary says send them all to prison. Or a localized attack on people who use drugs that goes unaddressed.
