Hi ESEA, After the meeting, could someone share the GoogleDoc that shows the ESSER 2 applications where I can comment. I'm not sure where it went since the last Team 3 reviewed/commented. Gracias!
Laura Gorman
29:53
Can you clarify that networking costs for HVAC systems is also part of this waiting on guidance and is considered "construction". Any time frame for an answer (realizing you are trying) as we have 20-21 expenditures in our ESSER 2 grant application that we will need to get reimbursed very soon due the fast coming up of the end of the fiscal year so we don't have to do receivables -- especially for our charters.
Janice Martin
34:29
can I get the EPA report from Andy? 3M is currently being sued in a liable lawsuit because they want to sell just filters.
Hollie Harlan
34:35
can you please clarify what exactly is due on May 23rd for ESSER III? I saw that its open now.
APS- Amy Beruan
34:42
If we already have approval on our esser application that included thermostat and boiler updates, should we hold on requesting reimbursement from cde? The expenses were incurred in October.
Weld RE4 Schmidt
35:16
Since we know we can't predict everything we may need ESSER III funds for, but we do know we need approval for summer school this summer and new hires for next year, is there a thought that you could add a "contingency" budget item that we could put the balance of the funds we don't know yet on spend so that you can approve the other items. Then we can request application to be open to allocate the contingency part and you could then review the items we removed from contingency to a specific activity. Otherwise I think CDE will have so many revisions . This seems a better way to approve known activities, and then have to request use of the contingency budget in a revision.
Finance Payroll
37:13
If we submit an ESSER II budget with only a construction line item so we can get approval, how soon will the application be reopened so we continue preparing the rest of the application to resubmit.
Hollie Harlan
37:23
so we do submit our esser III with only those fields and exclude the budget?
Johan Van Nieuwenhuizen
38:05
Do we add the supplemental amount to the allocated amount?
Michelle Carr
40:57
Did you say the supplemental allocations are now in Esser II app? We don't see ours yet
CDE: Niko Kaloudis
41:23
@Johan You will use different selections for the funding code for each line item of your budget.
Teresa Hopson
41:29
How do we do a GEPA statement if we are unsure of what we will spend the ESSER III funds on? We have 2 possibilities.
CDE - Steven Kaleda
41:36
The supplemental amount is the 10% Set-Aside and needs to be tracked separately. The ESSER II Supplemental Grant Code is actually 4419. The application needs to be updated to reflect that.
Teresa Hopson
43:00
Where is the ESSER II supplemental application?
Kristin Whyrick
43:21
In ESSER 3 application in the budget drop down it's showing grant code as 4113 I thought ESSER 3 grant code is 4414 is this just an error in the application and not worry about it knowing it's not correct?
CDE - Steven Kaleda
43:46
If the district received a supplemental, it would be under the original allocation which you would need to accept
Angie Seeley
43:59
We installed UV lighting in December It was about $3,750. Based on Andy’s comments it sounds like these expenditures are not allowed in ESSER I/II/III. Is that the case? And this may have been construction that needed prior written approval?
Angi - Montezuma- Cortez Sauk
44:11
Can we get our ESSER II application back and submit with other requests and then once you find out put it into ESSER III- we also have current year summer school planned
CDE - Steven Kaleda
44:47
Yes Kristen - the Grant code for ESSER III is 4414. The code needs to be updated in the application
Kristin Whyrick
45:05
Thank you :-)
CDE - Steven Kaleda
47:19
The Supplemental ESSER II grant code is 4419. That also needs to be updated in the application.
Andy Stine
47:31
I can't get Zoom to connect to my OneDrive. Apologies. I did send the EPA letter to Nazie.
Hollie Harlan
48:43
does budget section have to be completed before 5/23?
Hollie Harlan
49:28
Thanks!
Johan Van Nieuwenhuizen
52:23
Will you explain the "Indirect Cost" to me. May we change that amount?
Jeremy Burmeister
52:31
In reality knowing how this has actually worked throughout the year all of these will have actually taken place. I would think that some common sense might prevail here in-lieu of an additional data collection.
CDE - Steven Kaleda
53:32
Johan - you can override the calculated indirect amount in the application to a lower amount, however the district cannot increase their indirect calculation
Laura Gorman
54:30
Do we know when the ESSER 2 supplemental application for AUs (sped) will be open?
Johan Van Nieuwenhuizen
54:53
Thank you. So if I lower that amount I can use the amount for something else right?
CDE - Steven Kaleda
55:12
Lauren - its open as far as I know, however I don't think it has the correct grant code which would be 4419.
CDE - Steven Kaleda
55:22
sorry Laura
CDE - Steven Kaleda
55:55
yes Johan, if you lower the calculated amount, you go re-allocate that to direct costs to balance the budget
Michael Everest
56:08
Steven, where do we access the ESSER 2 supplemental application for AUs (sped)?
Johan Van Nieuwenhuizen
56:15
Thanks Steven
Laura Gorman
56:40
So, why would we post that in a plan online and revise that -- so much confusion for our families if we do that if it doesn't include all of that -- they are already so angry. Especially as guidance is again changing for schools and likely will in the next couple months.
CDE - Steven Kaleda
56:55
Michael - its in the same application of ESSER II. Just gotta search for the AU number
CDE: Niko Kaloudis
57:00
Do AUs need a separate login to access their AU supplemental application for ESSER II?
CDE: Niko Kaloudis
57:16
(disregard)
Michael Everest
57:32
Thanks Steven!
Laura Gorman
59:36
Why isn't our ESSER III application our plan?
APS- Amy Beruan
01:00:10
During summer months, this is not reasonable with board of educations timelines and lack of meetings during the summer
Lisa Clark
01:03:18
What type of attendance data?
Greg Fieth
01:03:39
I think the data on each school's mode of instruction is being collected (by month) by CDE nutrition services for the P-EBT program. You may be able to use their data.
Brian Gustafson
01:06:48
So we have to hurry and apply for these funds, but now also gather feedback from stakeholders on how to utilize these dollars? Stakeholder input processes are not typically rapid turnaround activities. I can’t even imagine how overwhelmed you at CDE must be with all of this. This is getting out of hand.
Brandi S
01:07:53
Will LEA's need to coordinate the additional reporting requirements with the charters or will CDE be reaching out to them?
Krissi Camper
01:11:06
Does Davis Bacon apply to ESSER II?
LuCinda Lounge
01:11:19
I agree with Brian G Additionally, how are we supposed to know what we will need TWO YEARS out?! (I barely know what we need for next week!)
CDE: Niko Kaloudis
01:11:52
@Krissi David Bacon applies to any federal funds for construction over $2000
CDE: Niko Kaloudis
01:12:07
all ESSERs fall under that
Jack Bay
01:12:29
David Bacon only increases costs of installs since it has to be union wages
Angie Seeley
01:14:17
Thank you for responding to my UV lighting question.
Weld RE4 Schmidt
01:14:18
Can you be specific on the application name to look for in IDE for the ESSER II supplemental. We are not seeing this
DAVID HORNER
01:14:37
Has your department heard about the Family First Prevention Services Act and its Impact on SPED? According to what I have read, DHS has Title IV-E offers 50% reimbursement of costs to place students into approved facilities, but the district is responsible for the costs in order to provide the student to a free and appropriate education.
Weld RE4 Schmidt
01:14:54
Deliliah - we are not seeing the supplemental in our own application....
Laura Gorman
01:15:00
On that UV lighting -- we are hearing this as new information, so how can we be held accountable on that when we have already reimbursed for these in ESSER 1 most likely -- especially as this was clearly allowable & now we are being told something different -- it was certainly allowable in CRF -- we also gave these cautions, but if a school wanted to do something -- especially a charter we didn't push back -- this is a real issue
CDE: Niko Kaloudis
01:15:14
@Weld RE 4 The permission for ESSER II is ESSERAPP in IdM
Joanne Vergunst
01:16:31
ESSER III - has there been any progress on adding a place holder line item for future year's expenditures, basically a TBD amount, so we can submit this year's budget line items and have them approved before knowing exactly how we'll be spending 100% of award?
CDE: Niko Kaloudis
01:17:07
@Weld RE4 Your district didn't receive ESSER II Supplemental funds, your AU did however.
Weld RE4 Schmidt
01:20:09
Niko- We are our own AU - we did get supplemental funds.. can you clarify
Michael Everest
01:20:15
Niko, I already have access to the ESSER 2 for my district. Is there something else that I need to have my LAM do in order for me to get access to the AU application for the SPED supplemental funds?
Marlene Brown
01:21:22
Will the money in ESSER lll be available as soon as our plan is approved?
Teresa Hopson
01:21:32
I do not see the ESSER II supplemental when I looked at the ESSER II Application log in.
APS- Amy Beruan
01:22:03
Yes
Finance Payroll
01:22:08
Yes
Ashley Zhang
01:22:15
I would agree
Marlene Brown
01:23:00
Are you saying yes to my question?
CDE - Steven Kaleda
01:23:33
You can find Supplemental ESSER II allocations here under State Set Aside Funds: http://www.cde.state.co.us/caresact/esser2
Weld RE4 Schmidt
01:23:42
There seems to be a LOT of confusion on the ESSER II supplemental Anyway CDE can put out a separate email with specific diretions, with maybe print screens, on what we
Weld RE4 Schmidt
01:23:57
should be looking for...
Adams 14 - Andy Flinn
01:24:47
Curious for single audit purposes...Do ESSER I, II, and III have the same CFDA number or are they different?
CDE - Steven Kaleda
01:25:21
ESSER III is different 84.425U
CDE - Steven Kaleda
01:25:33
ESSER I and II are the same 84.425D
Mimi Livermore - Adams 12
01:26:15
Sorry if I missed this.... What is the status on ESSER II applications?
CDE Tammy Giessinger
01:27:46
@Mimi--You should be getting it back soon. We are currently unable to send applications back to districts.
Mimi Livermore - Adams 12
01:28:14
Thank you!
CDE - Steven Kaleda
01:29:20
there you go Nazie
Angi - Montezuma- Cortez Sauk
01:29:25
You said we must submit a plan to CDE for ESSER III 90 days from receipt of funds- Is this "plan" the same thing our budget
Marlene Brown
01:29:49
If we only put in the budget what we know we need now would that be approved
CDE - Steven Kaleda
01:30:53
Marlene - you would need final approval on the application to request reimbursement
Adams 12-Meghan Deutsch
01:32:08
When we will have more information on the requirements and/or waiver for MOE on special education services? Also I'm assuming Title I comparability still applies, even if we were to pay teachers from ESSER funds.
Marlene Brown
01:32:14
Thank you
APS- Amy Beruan
01:34:05
comparability is done on the allocation of funds, not actuals.
Marlene Brown
01:34:42
Are the ESSER ll applications still on hold because your system is not working?
Angie Velasquez
01:35:20
Our District has been in-person since the beginning of the school year. Do we still need to submit a plan for safe return to in-person learning?
Marlene Brown
01:35:36
I did the application and submitted it
Andy Stine
01:35:52
I have to step away now. Thanks again for having me.
DeLilah Collins
01:36:01
Thank you Andy!
CDE Tammy Giessinger
01:36:01
Thank you, Andy!
Angi - Montezuma- Cortez Sauk
01:37:01
I was looking for a separate allocation for supplemental funds under ESSER II - Nazie (or someone) can you access our application and let me know if I missed something? I submitted last week.
Lynne, Juniper Ridge Community School
01:37:04
Thank you Andy
Michelle Carr
01:37:46
I think an issue is determining who has the AU login at our locations?
Angi - Montezuma- Cortez Sauk
01:38:19
yes please
CDE - Steven Kaleda
01:38:27
I believe Montezuma Cortez got a Supplemental for their Native American students. That's in the application. You haven't accepted the funds.. I just reviewed yours
Michelle Carr
01:38:40
yes
Angi - Montezuma- Cortez Sauk
01:39:11
I see that, so that was a mistake as neither box was checked- will that be returned?
Angi - Montezuma- Cortez Sauk
01:39:44
Thank you
Jack Bay
01:39:44
Can charter schools review the LEA's applications for esser funds??
Michelle Carr
01:39:46
What is the difference between the app for a District and an AU? We have supplemental sped funds
Lynne, Juniper Ridge Community School
01:40:26
It would help for charters to be able to review the LEA's applications.
Teresa Hopson
01:40:34
Thank you for sharing screen, I see ours now.
Angi - Montezuma- Cortez Sauk
01:40:43
Do we need to have the supplemental budgeted for right now to submit the ESSER II applicaiton
Michelle Carr
01:40:48
Do we need to request new access?
CDE Tammy Giessinger
01:40:55
Just curious, have any districts been able to access the AU application?
CDE: Niko Kaloudis
01:41:30
If you don't know who that is: https://edx.cde.state.co.us/CDEIdM/districtLAMSupport.jsp
Michelle Carr
01:41:36
The IDEA LAM. Thank you
Angi - Montezuma- Cortez Sauk
01:42:21
Do we need to have the supplemental budgeted for right now to submit the ESSER II application
CDE: Niko Kaloudis
01:43:20
@Angi your supplemental is part of your overall application in your case. There will be a separate funding code for things that align to ESSER II and ESSER II Supplemental
Donna Crawford - Pueblo D60
01:43:25
Did I miss the information about the McKinney-Vento supplemental funding and how we will access it?
La Veta Jim Moore
01:44:06
No supplemental amount in La Veta -1400 application for E-2. I'm thinking we don't have supplemental, or is that AU only?
APS- Amy Beruan
01:44:27
I just logged in, I only have the Indian Ed in my Esser 2 application
APS- Amy Beruan
01:44:57
Sorry Tammy
CDE - Steven Kaleda
01:45:05
Donna - we just got the GAN for Homeless on Tuesday. The state has only received about 25% of its allocation so far.
Donna Crawford - Pueblo D60
01:45:28
Thanks, Steven.
CDE - Steven Kaleda
01:46:19
that's as much as i know on the Grants Fiscal side. D and Nazie maybe able provide more
Michelle Carr
01:47:03
Same in Windsor I think. I do the IDEA budget and the ESSA as well?
APS- Amy Beruan
01:47:24
How are the funds for homeless being distributed? formula or competitive?
CDE - Steven Kaleda
01:49:05
I believe it's going to formula Amy - but don't hold me to that
CDE - Steven Kaleda
01:49:51
I'm jumping to another meeting
La Veta Jim Moore
01:49:53
repeat: No supplemental amount in La Veta -1400 application for E-2. I'm thinking we don't have supplemental, or is that AU only?

CDE has created a spreadsheet for the initial allocation each entity will receive in this distribution of supplemental ESSER funds.
Adams 12-Meghan Deutsch
