Sheri - we are working on this solution. We will be able to use the same process for intake between the two programs but we are not certain what the application process itself will look like.

Stephanie - We will look at just the water/wastewater portion. OCS has given us the go ahead that if the other utilities at the provider are at risk and threatening a disconnection for all utilities provided, we can make accommodations to counter this and avert disconnection. We will continue to work on what this looks like.

We have a number of HH's that have shared meters (RV parks, & trailer parks etc.) which is unfortunate we may not be able to help them. It would be slightly confusing though if we did a direct payment to the landlord for a HH, how would we know those funds are accurately posted for that HH?

Thank you Sheri! On Monday, another agency identified this, suggesting that the landlord must show the credit on the rent invoice/bill. We need to make this program equitable, regardless if federal statute is or not.

Our LL letter we use for LIHEAP, it's pretty generic and just asks LL what utilities the tenant is responsible for paying.

For us, the best negotiation for getting signatures when they see that the account will be paid and not left in arrears. This has best been done via a phone conversation to answer questions from smaller utilities.
