44:16
@Ariel Jones, Can planning add an *Optional* comment marker when placing input on a community plan as "Stakeholder Yes/NO," ...Resident / Business / Other
Ariel Jones
46:50
Hi Rudy Melendez, the anonymity was pertaining to participants who do not wish to divulge certain personal information.
Tony Wilkinson
46:52
@Lee B - that's pretty intrusive.. I personally would not support it. Would be like a prohibition on sock puppets. This is a public process.
Lee Blumenfeld Enicno
49:28
@Tony, we ask people to identify as a stakeholder when addressing various public meetings. Its Optional, not mandatory. Why would the people not have an interest on who is shaping their own community? You lost me on the sock puppet?
Tony Wilkinson
50:59
It is a violatiomn of the Brown Act to require a person to identify themselves when making a public comment. Sock puppet is Wayne Spindler

Tony Wilkinson

^^^ Rudy M - fully agree
Tony Wilkinson
01:55:14
If I get a chance, want to make the point that the old wait-till-last-minute-to-file will NOT WORK this time. Candidates need to file EARLY and start GETTING VOTERS to ask for ballots immediately, NOT wait for ballot request portal to open 60 days prior to election
Christine Rowe
01:59:45
I know Board members who do not use social media. And as a result of the pandemic, I am rarely on FACEBOOK. NextDoor is good. What about advertising on CityWatchLA?

Can Miss Beltran reveal the number of total votes cast (city wide across all NC’s) in the most recent NC elections?
Christine Rowe

I do not use text messaging. Emails are preferred.

Good point, Tony. It's hard enough to get people to vote, even when it was computerized/Pilot program in 2016.

Please file a CIS regarding the West Valley Animal Shelter.
Rudy Melendez

02:04:19
For Raquel — Couple follow up items we haven’t had a response to yet. With NCs unable to make face to face contacts like they would usually do, is there an alternative for us ? We just connected with the Mayor’s rep to help distribute lawn signs for a pre-election project that has had delays by the City Clerk Funding due to the pandemic. Example: There are essential services businesses that are open. They could be locations for NC outreach items. Then other item is the Bus Bench program. Any update on our being able to utilize ?
Raquel Beltran (she/her/hers)
02:06:08
Cindy: don’t have answers for your questions as they ar related to the Clerk’s funding process.

Hi Everyone. Happy New Year. I think everyone knows what’s going on with the West Valley Animal Shelter. If not, please look at the article in CityWatch: https://citywatchla.com/index.php/cw/los-angeles/20457-what-s-going-on-at-the-west-valley-animal-shelter-will-it-remain-a-city-run-shelterSo far, 9 Valley Neighborhood Councils have filed Community Impact Statements in Council File 20-1114: they are Northridge East, Porter Ranch, Tarzana, Sherman Oaks, Northridge South, Lake Balboa, Encino, Sunland-Tujunga, and West Hills.
Jeff Mausner
02:07:35
If your NC has not yet submitted a Community Impact Statement on this, please consider doing so. Language you can use is in the VANC Resolution, or you can look at the Community Impact Statements that have been filed by other NCs in Council File 20-1114. If you have any questions, please email me, Jeff@Mausnerlaw.com.

Not having an election unseats the current Board early — that happened to our Board several years ago and we lost all the Board members that were not running for re-election — it was a huge loss because they were long-time members we relied on.

Can't open portal sooner. City Clerk has said it is fixed date. Just accept reality and use the email in ballot request
Joanne D'Antonio NCSA Trees
02:13:27
All you need is one challenged seat to have an election.
Tony Wilkinson
02:14:54
Respecting Rudy's opinion, as an old advertising guy, don't think you can advertise for voters. It is a personal 'ask'. CANDIDATES get the voters. That is why candidates (and more of them) are the key to getting voters.
Tony Wilkinson
02:16:10
We don't suffer from that in Panorama City. We all hate each other equally. [not really]
Cindy Cleghorn - Sunland-Tujunga
02:16:15
Paper is a biodegradable, renewable, sustainable product made from trees. Growing and harvesting trees provides family supporting jobs for millions of men and women, and working forests are good for the environment; providing clean air, clean water, wildlife habitat and carbon storage.

02:17:31
@Tony and all... I can understand a candidate filing deadline but a voter registration deadline/ and or window seems anti democratic. Angelenos should be able to “register to vote” for NC elections 24/7/365
Cheri Derohanian PRNC
02:17:59
Good points Rudy!
Tony Wilkinson
02:18:20
There is more and more attention to the NC system. Outside groups are taking interest in running for seats. The old "if we don't advertise for candidates we can just elect ourselves" approach is used at the peril of incumbents. They WILL be challenged.
Tony Wilkinson
02:18:53
WILL be challenged
Tony Wilkinson
02:19:33
Agree with Keren. We need to work as regions to coordinate our outreach
Rudy Melendez
02:19:55
I predict we’ll see record numbers of candidates this year but far fewer voters
Asaad Alnajjar-PRNC
02:22:15
Thanks Karen. PRNC actually voted on authorizing expenses for advertising and I assume David and Jason and Lori from our elections committee will reach out to you for collaboration possibilities. PRNC is working hard to get valuable professional hard working candidates to address the many challenges facing us today and looking for new candidates to lead PRNC.

02:23:10
VANC Resolution 1: VALLEY ALLIANCE OF NEIGHBORHOOD COUNCILS (VANC) RESOLUTION REGARDING THE WEST VALLEY ANIMAL SHELTER, September 10, 2020Whereas the Los Angeles Animal Services (LAAS) Department has submitted a draft Proposal dated June 26, 2020 to turn the West Valley Animal Shelter into a privately run Community Resource Center; andWhereas this draft Proposal would result in significant loss of City services for the people and animals of the West San Fernando Valley; andWhereas it would result in overburdening the only other city animal shelter in the Valley, the East Valley Animal Shelter; andWhereas it would be inequitable because the entire burden of the LAAS budget cut is being visited on one area of the City, the West Valley; andWhereas the draft Proposal is overwhelmingly opposed by the residents of the West Valley and the City; andWhereas there are alternatives to the draft Proposal that would maintain the West Valley Shelter as a fully functioning municipal shelter;
Jeff Mausner
02:23:16
VANC Resolution 2: Now Therefore, the Valley Alliance of Neighborhood Councils (VANC), representing all 34 Neighborhood Councils in the San Fernando Valley, opposes the LAAS draft Proposal for the West Valley Animal Shelter dated June 26, 2020, demands that the West Valley Shelter remain open as a municipal shelter, and urges Neighborhood Councils to file Community Impact Statements (CIS) in support of this position in City Council File 20-1114, entitled West Valley Animal Shelter Long Term Plan.

Jason Hector
02:26:20
Glenn...you could add CF 20-0190 which is about arming park rangers.
Asaad Alnajjar-PRNC
02:27:36
Thanks Jason, we do need to address CF 20-0190 for sure
Tony Wilkinson
02:28:17
AS we see with the power of digital media to contrl speech, digital media have become THE way that people share ideas and opinions. The efforts of thye City Attorney to muzzle board members in their right to free speech on digital media is a HUGE out-of-sync view of how modern societies work.
Tony Wilkinson
02:29:51
The policy is intended to protect the people who feel bullied. The response is classic "control speech". Not the OLD left for sure.

Something to consider about the draft policy is that NCs are obligated to the City’s policy, even if the Commission takes no action. We thought it was important to make that known to board members.
Glenn Bailey - NENC & ENC
02:33:30
The VANC Council Files started with our new format in July 2020. Prior to then, we prepared a monthly list that was distributed at our in-person meetings. Those are posted on the LANCC Alliance webpage (scroll to the bottom of the page to VANC) www.LANCC.org
Tony Wilkinson
02:33:35
Social media are HOW we engage more people in government. The new anti-social-media policy will ASSURE that our discussions with the public on issues will be made as private people in non-city forums. Neighborhood Councils will be left out.

The blanket anti-police position is not thoughtful. Again, hurts high crime minority communities. Is pushed by white rich leftists. Programs like the intensive effort in South Central to integrate policing with communities. UCLA studies prove it works.

The Grievance process requires the Department certify and election before proceeding. We do not make an assessment of the merits of the grievance. We certify that it meets the threshold described in the Grievance ordinance to qualify to proceed. If a grievance is filed, and certified, by a board member, the ordinance requires the Department assemble a regional panel. NCs have been asked to send the Department their recommendation on who they would like us to consider appointing to the panel in their region.
