I would say that parties have the ability to “endorse” candidates. It’s also worth mentioning that most local elections in WA are of the non-partisan variety, and don’t have the “prefers ___ party” designation that partisan races in WA have. There is actually quite a history involving court battles with this type of self-declared party designation when WA adopted top-two elections. The major parties felt that it violated their freedom of association, but the courts did not agree.
