So many toilet volumes at 2 and 2.5gpf may indicate the generic flapper issue destroying water savings from ULFTs and HETs. It's a real problem affecting the longevity of expected water savings. More info on this would be helpful in determining the extent of this problem.

@Cooper, Valley Water did a pilot about two years ago, we found a significant positive correlation between age and flush volume for 1.6 gpfs where they became less efficient over time (but interestingly ancient 3.5 gpfs still flushed close to 3.5 overall).We didn't publish this work and it was at a single site, but large sample size.

Regarding toilet flush performance, there is a lot more work to be done. Flume Data gives us a way to track trends in flush volumes over time for specific geographies. It's a breakthrough.

No, DWR does not include parkways. If your agency has a lot of parkways, it may attempt to claim extra area through the DWR Variance process.
