As a recently released person I note that hostility of DSS in distributing emergency food stamps. I have also noted that DOCCS sends us out with a temporary ID that does not have our address, without proving our address we cant open a bank account. Why can't DOCCS the "state of NY" issue us a non drivers identification that bears our approved address on it. We are confronted by continuous red tape and individuals that are indifferent at best and hostile at times. Identification as a matter of law to open a bank account should be sent out with us
