We have a partnership of two organizations that wish to jointly complete the RFP. Do we have to have a single organization submit the RFP, then treat the partner as a sub contractor, or can we complete the RFP as co-applicants? If we have to treat the partner as a contractor, is an open bid process required to forward funds to them for their portion of the work?
