Seems like the process should be that the representative provide LANCC with the approved meeting minutes

26:16
or a BAC

Please rename - yourself for full name and add the NC you are representing

MOTION: to approve the March, April & May 2022 LANCC minutes

I cannot vote - participating and will agendize my re-membership at an upcoming special meeting.

Feb, March and April

30:20
The reason I was raising my hand is that I think an email with a specific timeframe / annual deadline should be sent to every NC for when they must (annually) appoint their representative. UNNC tends to vote in August or Sept for all of its committee chairs and Alliance representatives. That may not be the correct timing for you; please be specific as to the required date

Look at CF 21-1189 regarding AB361/Teleconference/Meeting

44:58
The reason why only 19 or so NC representatives attend these meetings instead of the 99 NCs is because of the tone and tactics used by LANCC's President, Terrence. I have been critical of the invoices that he submitted for BridgeGap to the HCNNC since he was our administrative assistant at the time. Furthermore, our Treasurer delegated him to not only do all the administrative work but to bill himself for it without any scrutiny by the board. I think it would have been more appropriate for him to speak to me in private about his alleged conversation with our current President as opposed to just not even acknowledging my presence today. Every NC should be required to submit minutes showing that they are the appointed representative for this year since my understanding is that our NCs were never required to renew the appointment yearly. HCNNC is currently in exhaustive efforts. Finally, LANCC needs to be more inclusive and encourage other NCs to participate, especially those with more diverse opinions

50:18
CF 21-1189 AB 361/Teleconference/Meeting last action 05/02/22 refers to City Attorney letter dated 10/13/21 regarding COVID and meetings.

4. Discussion and possible action on the Los Angeles City Council’s discission to move to in person meetings. Members of the public may also attend City Council meetings in-person. Public comment will be taken in- person, only, and not via teleconference. Please note that, pursuant to Mayoral directives, proof of Covid-19 vaccination or proof of a negative Covid-19 test within the prior 72 hours will be required to enter the City Hall building, and indoor masking will be required regardless of vaccination status. The Los Angeles Neighborhood Council Coalition (xxxxxx Neighborhood Council) objects to the inadequate notice and requests that hybrid meetings be held to accommodate not only public comment, but also Neighborhood Councils presenting Community Impact Statements.

56:18
Physical surface transmission has been shown to be very low risk. It is AIRBORNE transmission that is the risk.

57:14
No one (ort this motion) is arguing AGAINST in-person appearance, The motion is asking for HYBRID meetings that allow remove public comment.

59:14
This CC is different than in the past. They complain NCs don’t outreach and then they take away opportunities. Nury warned at the CIS so-called training event that CC would be very different. This is all to get rid of the mean and nasty speakers. All opportunities for public participation need to be accommodated for everyone. Put the dollars into making that happen. DONE and CC have more dollars than NCs.

59:42
They have phones, Lydia, but they don't know how to access zoom and many do not have email. I have had to create emails and download the app and give tutorials to my clients

01:00:00
City Council is dial-in Miho

01:00:14
But even then, they get frustrated.

Okay, but not knowing how to use Zoom is not a valid argument because you don't use Zoom

01:11:35
While I'm for funding Emergency Management, how about LAPD? They asked for a modest increase (not enough to make up for the "defund the police" cuts, and the Mayor did not even include that amount. Chief has said is inadequate.

01:11:47
The chair was Doug Epperhart who resigned

01:12:35
We did not address LAPD in our presentation, but it is addressed in our white paper

01:12:54
How much is in budget for DONE, including election outreach?

01:13:33
What was the increased budget proposed for NC’s?

01:14:08
There was not a proposed increase for NCs

Thanks, Jennifer (re LAPD)

Tony: “‘Not being honest’Critics have long assailed the city’s practice of overtime banking, saying it hides the true cost of policing while saddling future taxpayers with the bill for services already rendered.“It’s not being honest with Angelenos,” said Jack Humphreville, who belongs to the Neighborhood Council Budget Advocates, which monitors city spending. “In the budget, they’re not accounting for these 680,000 hours of work. It’s a fraud.”” ~ https://www.latimes.com/california/story/2021-08-28/lapd-overtime-budget-was-slashed-now-the-city-owes-47-million-dollars#:~:text=LAPD%20officers%20at%20the%20department's%20downtown%20headquarters.&text=Faced%20with%20massive%20demonstrations%20over,money%20into%20other%20social%20services.

Are there Covid dollars to replace expenses we and DONE had re pandemic ?

01:19:21
1.Modify Neighborhood Council Elections support from one-time to ongoing to provide resources for year-round engagement. The Mayor's 2022-23 Proposed Budget provided $450,000 in one-time funding for conducting awareness and engagement for the 2023 Neighborhood Council Elections. The Department’s January 11, 2022 report on the 2021 Neighborhood Council Elections (C.F. No. 20-0963) states that the Department requires funding for Neighborhood Council Elections in the years between elections in order to properly prepare and plan for the next election. This is a new request and this Office has not had the opportunity to assess one-time versus ongoing needs associated with the Neighborhood Council elections. Should the Council approve this request, the Department’s budget base would increase by approximately $450,000 beginning in 2023-24. This Office recommends that the Department be instructed to report back via a long-term study regarding the need for ongoing Neighborhood Council election funding within the Depar

01:19:30
Rachael, I understand the politics. I also think it has een obvious how much violent crime has increased in LA and across the US since the "defund the police" actions of two years ago.

01:20:41
If don’t show at CC should we use the Public Comment in the CF ?

01:20:50
Tony: Please provide evidence of direct correlation between defund efforts and an increase in violent crime :~)

01:22:25
Do we get to see how CC members spend $ the same as NCs.

01:22:57
Translation should be paid by the City 100%

01:23:22
When you have gun violence increasing by amounts like 20-30% in urban areas since the "defund" movement it is disingenuous to demand statistical proof. This is COMMON SENSE. Of course it is ALSO correlated with lax law enforcement in prosecutors office, so it is hard to determine which of those two linke influences was most important.

01:24:49
Yes, $65,000 per year is inadequate for interpretation.

01:26:37
Tony: where are you getting your info from? Without siting your sources, I cannot adequately asses the validity of your conclusions :~)

01:27:30
I'm not going to go do a research project so you can believe what everyone in American knows.

NCs want more funds back to $50,000 where will the city get extra funds come from? $1,782,000 difference $50,000 vs $32,000. Also according to the Public Dashboard net funding available for NC spending is still over $2,000,000 with a little more than month left to spend. Go to the dashboard and see how much funds each NC still has available real time).

01:33:57
Please send me the sponsor packet and I will forward to our Chair. My email is mihomurai@gmail.com. I only ask that the Committee focuses on diversying their speakers and topics.

01:36:12
i am guessing most NC’s are holding funds close to insure they Will have the $10,000 rollover . That would be almost 1 mill across the board. So in fact balance is closer t a million.

Thank you Len. The meeting was great. Hope all participate in future meetings/discussion.

01:59:38
Just curious, why is CC opposing hybrid meetings?

02:01:12
The current DRAFT Code of Conduct is the elaborate, detailed version that mirrors much of the language in the Mayor's Executive Directive 34 (Equity Policy). Those who may favor a simpler version tailored to Neighborhood Councils should come to the May 10 6pm BONC Ad Hoc Committee meeting and weigh in.

Jack, did VNC invite all candidates to the forum? The Department is requiring all candidates be invited.

I think one of the VNC board members is also running for the seat that the forum was for and idk if the conflict was discussed with the City Atty

Don't know why an Alliance candidate forum would be cancelled. Not city agencies. Not required to invite all candidates.

Congress of Neighborhoods Planning Meeting is this afternoon at 1:30P and that zoom meeting ID is as follows and it requires a passcode as Rachael mentioned the accounts are in flux by the DEPT so if you have a challenge please let me know DelReyBoardMember@Gmail.Com

Yay Terrence!!!

02:22:59
Why did the alliance give the Dept the power to cancel the event?

02:23:21
💯

02:23:44
Completely agree with Terrence. We need affirmative how to do it help from DONE, not "enforcement"

02:26:28
Jennifer, I don't attend WRAC meetings unless I have to. I don't know why WRAC gave them the power. I do know that uninvited candidates complained to the department. My guess is that WRAC didn't think they could get good attendance without outreach from the member NCs.

02:27:14
Understand that the supply chain is not up to speed.

02:27:24
That sounds like a voluntary cancellation at the Dept's advice

02:28:22
I think the NC Congress Programming Meeting conflicts with the WG Meeting

02:29:06
Kay is a member of both. :))

02:30:06
$200 per year, not month...to be clear…

02:31:03
Thanks Rachael. $200/year

I want to be on Ad Hoc committee regarding DONE issues?

02:31:57
The Congress meeting is today at 1:30. It is a standing meeting.

02:32:24
Next week's programming committee meeting is a special meeting.

02:34:49
Good Afternoon Board Members,On Tuesday, May 3, 2022, the Department became aware that the Zoom Corporation may have modified your protocols and settings for Zoom meetings and require the use of a passcode to access your meeting. At this time, the Department does not have access to undo this change. The Department is in communication with the representative assigned to our account to address and resolve the issue. Specifically, the changes to the meeting settings that are inconsistent with the Brown Act requirements involving passcodes for hosting a virtual meeting. If you use a "Meeting" vs "Webinar," it is the Department's recommendation that your upcoming meeting be canceled, as members of the public may not be able to access your meeting. If you use a webinar style meeting, these setting changes should have no effect on your webinarAgain, the Department is in communication with the Zoom Corporation and we have requested their immediate assistance.

02:35:01
We will provide any updates and keep you posted and apologize for any inconvenience. Please feel free to contact EVG@empowerla.org if you have any questions.

02:35:36
Zoom also limited the number of minutes for free account holders and you got automatically booted after the time has lapsed

02:36:09
Yes, 40 minute limit

02:36:13
Question— do all NCs give Zoom controls to their committees ? Or do most NCs have key persons only ? What’s your Best Practice on this ?

02:36:28
I start every meeting...

02:36:45
then promote someone as Host or CoHost if I don't stay

02:36:57
The Department has said we cannot share the Zoom password, therefore 1 person has to be in charge.

02:37:08
Whether or not NCs follow that advice is up to them

02:37:23
Mas non!

02:38:32
Also as a result of this debacle, the Toll Free numbers have disappeared for all (Webinars and Meetings)

02:39:08
Thank you for the feedback. This goes with the amount of work for NC volunteers combined with everything else.

02:39:15
Mine are still showing...

02:39:32
I tried to access a NC meeting on Wednesday 7 p.m. agenda link did not work, phone discounted after ID

02:40:12
Our meetings are webinars, but it shows a passcode is required (but I'm not the Zoom host, I just have a screencap)

02:40:21
So has the RVNC

I agree with Tony and Laura

hi folks

02:43:21
Wayne Spindler (Sock Puppet) attends my/our open meetings and he has been restrained.

02:44:06
We are also having people raising had and then not answering when called on - a new trick.

02:44:31
There is also a setting that does not allow zoombombers from Sharing Screen if it's already being shared, so that's why I keep content up.

02:45:02
we were advised by Zoom services will be restored by Monday

02:46:04
thank you

02:46:04
Thank you, Raquel!

02:46:18
Wayne Spindler and Richard Hopp attend a lot of NC board and committee meetings. Maybe City Council feels if public comment is in person will keep these people from commenting?
