The reason I was raising my hand is that I think an email with a specific timeframe / annual deadline should be sent to every NC for when they must (annually) appoint their representative. The reason why only 19 or so NC representatives attend these meetings instead of the 99 NCs is because of the tone and tactics used by LANCC's President, Terrence. I have been critical of the invoices that he submitted for BridgeGap to the HCNNC since he was our administrative assistant at the time. Furthermore, our Treasurer delegated him to not only do all the administrative work but to bill himself for it without any scrutiny by the board. I think it would have been more appropriate for him to speak to me in private about his alleged conversation with our current President as opposed to just not even acknowledging my presence today. Every NC should be required to submit minutes showing that they are the appointed representative for this year since my understanding is that our NCs were never required to renew the appointment yearly. HCNNC is currently in exhaustive efforts. Finally, LANCC needs to be more inclusive and encourage other NCs to participate, especially those with more diverse opinions

No one (ort this motion) is arguing AGAINST in-person appearance, The motion is asking for HYBRID meetings that allow remove public comment.

This CC is different than in the past. They complain NCs don’t outreach and then they take away opportunities. Nury warned at the CIS so-called training event that CC would be very different. This is all to get rid of the mean and nasty speakers. All opportunities for public participation need to be accommodated for everyone. Put the dollars into making that happen. DONE and CC have more dollars than NCs.

No. 20-0963) states that the Department requires funding for Neighborhood Council Elections in the years between elections in order to properly prepare and plan for the next election. This is a new request and this Office has not had the opportunity to assess one-time versus ongoing needs associated with the Neighborhood Council elections. Jennifer, I don't attend WRAC meetings unless I have to. I don't know why WRAC gave them the power. I do know that uninvited candidates complained to the department. My guess is that WRAC didn't think they could get good attendance without outreach from the member NCs.
