question: does social equity apply to cannabis compliance testing in the analytical and research space?
Natascha Neptune
40:30
Why wait until March 2021 to understand any disparity and ensure that Social Equity Applicants are awarded a license this year? How are the governing agencies going to prevent the issuance of licenses to entities that use Social equity applicants as fronts?
Deborah Dillon
41:37
How is "applicant with at least 10 DIA employees" social equity in that this applies to existing dispensaries or deep pocketed outsiders who can afford to 'hire and wait"
Natascha Neptune
41:42
Is there an updated timeline for License announcements?
Heather Steans
41:54
We need to wait until new licenses have been issued so there is a robust adult use industry to examine. The disparity study can then look at ownership and see if in fact the industry is diverse. If not, we can create guidelines to award licenses to minority companies.
Heather Steans
42:50
We are trying to get ownership/management structure information as well to prevent "fronts". Definitely tough and something we need to keep assessing.
Briana Jones
43:00
Where can the information be found for licenses, timelines, grants and scholarships?
Heather Steans
43:55
If we have too many SE applicants awarded to big firms with 10 employees, we will definitely need to change this option. Our goal is minority ownership so will make sure we make changes needed if this does not succeed.
Heather Steans

IDFPR.com website has updates on the cannabis program.

@heather - thank you!

It would help to know exactly how the tie-breaking scenario will work. If a company is selected in the lottery, do they get all of the licenses they applied for (up to the available licenses left in the BLS), or just 1?

There are 30 points in the application for "Knowledge and Experience in Cannabis and related field". How can there be an expectation for a social equity applicant to have prior experience? And will this impact them in a negative way in their application?

the Act was amended in October 2019 to add a new definition of social equity. What prompted that addition in that it seemed counter to the previous language
Heather Steans
01:10:48
Timing of the disparity study is set in law and we have not changed that. While dispensary licenses have been delayed they will certainly be issued before disparity study is scheduled.
Thomas Howard
01:10:59
It had to do with defining how long someone “currently” lived in a DIA for teams with 10 FTEs, I think is what you are talking about.

@Akele - Does the requirement of checking the box for "previously convicted/arrested" going away after expungement also count for dispensary/cultivation agent badge applications to the state? I have had employees who thought their records were clean get a "slap on the wrist" letter from the state that they didn't disclose.
Natascha Neptune
01:41:41
Will entities lose their licenses if they are fraudulently presenting themselves as social equity if the disparity study reveals this…?
Thomas Howard
01:42:30
We don’t know - I do not know how the IDFPR will look on many aspects of the ownership and control requirement

Is there a way that R3 funds be used to assist seniors? prior to CRTA the average consumer age was 62
Akele Parnell

@Liz unfortunately I don't know the answer to that question, but I'd think they wouldn't need to disclose an expunged cannabis record. Other records might need to be.

@senator It is very important that we have a voice and not just the MSO's. Will legislators begin to include the most impacted stakeholders (i e. social applicants) in Bill's, emergency rules, and other legislative actions going forward?
Brenda Rodgers
01:48:14
That is my understanding as well.
Natascha Neptune

What happens in the case of a license being sold, or restructuring of ownership, to another social equity company, but the new ownership is no longer 51% veterans?
