With a couple of other housing authorities we have experienced tenant's being allowed to port their voucher prior to their lease expiration date with our property. Is this a standard policy of all housing authorities or something specific to those other MHAs?

If the tenant complains and CMHA comes out to inspect and finds it's an issue with the tenant not the landlord how do they proceed. For example complain about roaches CMHA comes out and there are house keeping issues
