The timeframe that it takes for parent paperwork to be verified/qualified for scholarship, child link times, and the gaps between re-certification/parent income changes, notification to centers & processing time overall creates an unfunded burden on parents and programs during that wait period. The potential of the State not paying for those weeks leaves programs and parents in limbo. The answer cannot be tell parents to full pay while they wait for their scholarships to be approved/re-certified or ask the centers to risk offering services which they may or not be paid for (can take weeks or even a month or more sometimes to get everything sorted out). It is a lose-lose situation. Parents cannot pay or catch up on tuition and centers are losing out on the funds needed to run their programs and pay staff.

We have a family where dad is now unemployed. They asked us to hold the child's spot until dad can find work. We should feel like we can refer to the scholarship program to keep the child in care, but it seems like the time that it will take the family to apply, maybe or not get accepted, link child, etc. could cost our center $1000 +/- that we may not be able to re-coop. So the family may need to withdraw. Point is, we need a quicker process for scholarship, more responsiveness from HHS staff in processing these applications, real live people to answer the phones for parents who need help, and some guarantee for programs to be able to collect payment to continue accepting scholarship families.

I know there has been a lot of emphasis placed on PPP loans. While they are a great resource, they are still just that, LOANS. There is no guarantee at this point that PPP loan awards will be converted to GRANTS that do not have to be paid back. Child care programs are still suffering financially and dealing with critical staffing shortages- which mean centers cannot fill openings to get their revenue back up. Centers have an ongoing need for funding that does not have to be paid back.

I believe House Bill 230 still allows for people to send in written testimony and also just a click button saying you support the reduction in professional development hours in the child care statute 170-E. It also looks to alter the requirements of an Associate teacher, to reduced burdens of CCLU qualifications for education credits, and augment with life experience. It takes literally less than 2 minutes to sign in in support of the bill. Professional development hours, staff qualifications, etc. are currently housed in Child Care Licensing Rules- which are administrative rules- any changes must be made by CCLU, go through a public hearings process, then sent to the Legislature for approval in JLCAR committee. It is a lengthy process and could take many months or years. CCLU has even said changes will not be quick due to the process. Programs need relief now/ASAP with regard to staffing crisis!
