Can we move the cost of existing counselors onto ESSER funds (not new ones)?
DeAnn Arellano
23:11
I lost sound again
Stacey Huebner
23:54
Does this include school psychs?
CDE: Niko Kaloudis
25:27
@Stacey School Psychs can be ESSER funded as well
Tom Turrell
31:33
We received a BEST Grant to replace HVAC Systems in 2020 for work to be completed in summer of 2021. we have a 65% match, can we use ESSER III dollars to cover our match for that grant?
Sam Cox
35:22
We would like to add two instructional days to our calendar with ESSER II and III funds to address learning loss. How do we indicate that on the application? Do we have to create a budget line for each employee category (teacher, aide, bus driver, secretary, etc.)? Can we create one budget line entry, and if so, how would it be coded?
Karen Rodberg
37:10
For the ESSER II Supplement for Native American students, our district is proposing an academic and resiliency coach to work with students across 4 schools. In the Budget Request section of the application, because the coach will serve four schools, shall I indicate each school that will receive services with a percentage of the total FTE? And...to answer the question "Will this activity benefit the entire or a portion of the population at this location, should I indicate the Whole Population or a Portion of the Population?"  This activity will serve the entire population of district Native American students, the population targeted in the ESSER II Supplement.
Laura Gorman
39:56
Is there any update on IDEA preschool funding with ARP? Or is there someone at CDE that we can ask
Candie Vander Schimpf
40:15
What is the grant code for Esser III?
Tracey Stowers
40:24
Is the new SPED funding another completely separate pot of funds?
CDE - Steven Kaleda
41:04
The slide is going to say 4413, however that is incorrect since that code has been used already... so use code 4414
Greg Fieth
41:16
Do we have guidance on allowable expenses to spend the ESSER II Special Ed funding? Is it consistent with ESSER II or will there be additional types of expenditures allowed?
DeLilah Collins
41:31
@Tracey Stowers, yes. The SPED funds are separate from the ESSER pot of funds.
Candie Vander Schimpf
42:31
Thank you so much!
Weld RE4 Schmidt
43:30
We are struggling predicting how to complete the budget for ESSER III when we may not know all our needs until school starts next year or even the next. But my understanding is you are requiring that in order for us to start receiving funds we have to predict the next two years spending?

We have had in-person learning with the option of online learning for those students that wanted that since the beginning of the school year. Our board did not require us to have approval from them on that decision. We heard at the last office hours that we need to put something on our website asking for input from stakeholders regarding our plan to reopen in person. Since that has already happened and it’s not in our board minutes what should we post? Also, does it matter where this is posted?

If the district/BOCES will only receive ARP ESSER 3 funds out of the 10% set-aside (potentially), is the approval/transmittal, assurances, and GEPA still due by May 23rd? Or whenever that application gets submitted?
Kristin Whyrick
51:10
after we submit ESSER 3 by May 23, 2021 when will the application re-open to start adding budgets for these funds?
Michelle Carr
51:13
Our teacher association is telling us that CEA is providing information stating that ESSER funds can be used to increase salary schedules for existing staff. IE in a situation to bring compensation up to regional comparisons. The logic being that losing teachers due to salary issues would disrupt services for students. Do you have information on this coming from CEA supposedly through CDE?
Michelle Carr
51:54
Sorry. Supposedly CDE has given this information to CEA
Susan Thompson
54:38
If you use ESSER money to increase the salary schedule, how do you maintain that increase after this money has gone away?
Michelle Carr
55:40
That's our point. But we are getting pressure because CEA may be sending out this message? We are trying to clarify if that is the case.
Laura Meushaw
57:07
Consider stipends rather than adjusting the salary schedule.
CDE: Niko Kaloudis
57:27
@Michelle The allowable activities of ESSER funds are posted on our website so associations also have access to that information. There are a variety of ways districts can use ESSER funds for compensation.
Karen Rodberg
58:58
Thanks, Nazie.
Erich Dorn
01:03:40
Perfect. Thank you, Nazie!
Paul Anderson
01:05:21
Can we get final approval on current year expenses, deal with future years mid summer?
Paul Anderson
01:09:37
Great, thank you!
Cheryl Cook
01:10:04
Can we get an ETA on our ESSER I revision approval and/or comments? Thanks!
Cheryl Cook
01:10:28
Yay, thank you very much!
Lisa Clark
01:10:57
Can we still make revisions for ESSER I?
Janice Martin
01:13:35
ionization right into the systems also works for improving indoor air and can be tested and proved.
Melanie Trujillo
01:13:49
along the lines of serving minority students, would a director of equity be allowable?
CDE: Niko Kaloudis
01:14:32
@Lisa ESSER I PAR is open until 6/30/21
Teresa Hopson
01:16:28
Any information on HVAC grants that was shared with the superintendents. One due in April and another due in May. This may not be ESSER related. I was asked to check on it.
Chrissie Miller
01:17:26
Is purchasing a new mini bus and a new suburban allowable under Esser III? We cannot find bus drivers so our coaches/sponsors are having to transport students and we need additional vehicles to support the needs.
CDE: Niko Kaloudis
01:18:00
@Chrissee yes that is an allowable use if you explain how it is in response to or prevention of COVID 19
CDE: Niko Kaloudis
01:18:28
please make sure the reasonableness of that is shared in your budget description
Teresa Hopson
01:18:45
ok
Mimi Livermore - Adams 12
01:19:59
Sorry if I missed this, but when is the ESSER III application opening so we can download the assurances?
Chrissie Miller
01:20:37
Thank you!
Melanie Trujillo
01:21:00
so just a clarification are bonuses that are related to COVID allowable then?
Shelbie Schenck
01:21:48
ESSER 2 -Student Workers to help deep clean the building during the summer hours so that the building is clean and ready for next year in person learning?
CDE: Niko Kaloudis
01:22:11
@melanie I think most districts are calling it hazard pay for the 19-20 school year and 20-21 if they were in person
Roxie Guynes
01:22:51
We are working the ESSER II Application. What is the deadline for submitting the Assurances in ESSER II?
Melanie Trujillo
01:23:08
there's reluctance from our district to call it hazard pay, which is why I was asking
Angi - Montezuma- Cortez Sauk
01:24:05
Can you clarify giving funds to principals? We want to provide funds to buildings so they can spend for COVID related needs, which they will have to get pre-approved by the Grants Office prior to spending. They currently reach out and we have a district level line item for things such as PPE or signage for mask wearing. We would allocate an amount on a per pupil basis. The only difference would be it is tied to a specific line item for the school vs. district
Mimi Livermore - Adams 12
01:25:19
Thanks Nazie… The Due by May 23 slide indicates we need a signed (checked) assurances, I think everyone will need to get these downloaded soon. I understand they are the same, but as there are a few more requirements such as maintenance of equity and 20% learning loss, would we be able to get these send out to everyone sooner rather than later?
Marlene Brown
01:26:03
Is ESSER 2 funding just for Special Education
Mimi Livermore - Adams 12
01:29:08
Thank you~
Laura Gorman
01:30:23
Maybe Marlene is asking about the ESSER 2 supplemental for SpEd?
Marlene Brown
01:31:05
Ok thank you
Jeremy Burmeister
01:31:57
Does it have to match the "precipitous" decline of funds?
Teresa Hopson
01:33:19
Would we know if our ESSER II supplemental was for SPED expenses only? or can we use it for any allowable uses for all students?
Tracey Stowers
01:35:02
Has ESSER II supplemental for SPED already been awarded to LEA's and if so, who received that notification?
Desiree Slavick
01:35:17
Are we able to pay out our teachers unused annual leave time with ESSER grant dollars? Our staff could not properly take their annual leave because of doing on-line learning as substitute teachers were not considered adequately prepared to cover our online learning.
Marlene Brown
01:35:35
We are a rural school district. Part of our teacher's package includes housing. Would we be able to use funds to upgrade our housing in order to attract and retain good teachers during this time of Covid disruption?
Alicia Hoops
01:35:56
We are receiving ESSER II Set Aside Funds. Under the intended purpose it states "Any allowable activity under ESSER" for our district. Will I need to update our ESSER II application since these additional funds were not included when I originally submitted our ESSER II application? Will these funds be distributed automatically or will I need to request them like I will for ESSER I and ESSER II?

May CDE provide a clearinghouse or platform for sharing policy language?
Teresa Hopson
01:44:50
are there any sample policies and practices
Janice Martin
01:44:50
are there any large districts have these policies that they are willing to share
Melanie Trujillo
01:45:10
That would be great about the sharing of policies!

We are going to need to install a new boiler that will cost the district about $350,000 can that be part of what these funds can be spent on?
Sara Walkinshaw
01:52:23
Thank you :)
Laura Gorman
01:52:23
Has CASB developed any of these related to what you are talking about with ESSER as these are unique to COVID? Maybe a source for CDE to ask for examples?
