If it's in the contract it must be reflected in the reimbursement rates, and it must include a margin to pay for overtime. Agencies are drowning in overtime costs in Michigan because the $2.35 doesn't include an overtime margin.

One problem I have seen is that in the effort to bring everyone under the same umbrella and โlift everyone upโ, the programs that had higher rates are vilified and are told donโt need to get wage increases because other programs are lower, even though there could be justified reasons for acuity, etc. as to why the rates were higher. The calls for raising everyoneโs wages to $15 per hour means the programs that were able to pay $12 per hour donโt get the same % increase as the others and so their workforce shortage actually gets worse.
