We don't use a portal in our existing EHR. We are moving to a new EHR in 7/2023. Can we wait until we migrate to the new EHR to start any of these CMS Interoperability requirements? What about the BHQIP Interoperability requirements - can we wait until we get into our new EHR to meet these requirements?

Are there specifications regarding consent/authorization design (paper or electronic) regarding FHIR API 3rd party app consents for SUD data as it pertains to the regulations of 42 CFR Part 2. CalAIM/DHCS has some of these outlined, but is there a guideline laid out as well for Provider/Patient Access/Payer API?
