Melvin's question is my concern as well, I don't see any difference between the two proposals. Perhaps the SCOTUS will rule against the independent legislature doctrine because it would also allow the Nation Popular Vote compact.

the National Popular Vote Compact will not work. Just think about it: suppose a red state (e.g., Texas) joins the compact. Then years later a Democrat wins the popular vote but Texans vote for the Republican. You think that Texans would tolerate their delegates voting for the Dem against the wishes of the Texas constituents? They would demand that the legislature withdraw immediately from the National Vote Compact and send their delegates the way their voters voted. If the legislature didn't do that, if they weren't hung, they would be voted out. The National Popular Vote Compact will not work in practice.

Black women had no ownership of their bodies and were brought to the United States specifically to breed. work, and provide comfort to Black men since the colonists did not want Black males to marry White women. Laws were changed to have the status of the child to be determined by the status of the mother so that a slave woman would have a slave child.
