Prof. Smooha points out a real issue - who has the monopoly of representing the people? A "democratically" elected Israeli government will be reluctant to cede some of its democratic legitimacy to another body

Can we conceive of a "provisional IPC" which would be not based on a popular election, but on an assembly of a variety of participants including personalities from all sides, which would propose legislation for consideration by the Israeli and Palestinian authorities along the lines envisaged by the IPC?
