I'm in a firm that is currently expanding L&D both in terms of staff and budget :-)
A focus for us, in addition to SMCR and digitalisation is also succession planning and develoment

board 'buy-in' is impacted by the culture that the business has towards L&D, this can vary and cannot be done centrally or requires a longterm change
Changing the culture is such a hard thing to do, especially when there is a sales team and time is money!!
I think these are all really good points, it is hard to get buy in, and hard to demonstrate results, and what's true is it gets easier once you've managed to demonstrate something
ie… if you can demonstrate something small has moved, that builds the trust and leaders then start to believe that we can help to shift results

But also agree, culture is in the hands of everyone, not just L&D
We had an L&D Manager heading up our Retail Academy and then program managers who for example specialized in People Skills, and so on.
By setting a goal for each project that includes what do people need to DO and what is going to be the measure of success for this.
