Just a question for reference - no solutions required. We went to a legal seminar as part of the ROW presentation, they mentioned MNDOT would like to/will require townships to map utilities. Most townships would not have the expertize to do that accurately. For consistency the county should oversee utility mapping, plus the utilities should submit the data to the county, not the other way around
