01:21:15
can explain specifically how that law lead to the purchase?

01:22:06
So impressed by you all!! / muy impresionado por ustedes!

01:22:08
Who represented you?

01:22:52
Francis: I believe Claudia is saying that the increased tenant protections that came from HSTPA and their ongoing case with DHCR meant that speculators didn't want to buy their building because they didn't think they'd be able to raise the rents, evict the tenants and make a big profit.

01:23:19
k thanks

01:25:56
Thank you Elise

01:29:12
The landlord is unwilling to sell, is there a way to force the sale?

01:30:56
W Watson: Not exactly. But often if/when the city or state cracks down on bad landlord behavior -- overcharges, building code violations, harassment, etc. -- the landlord will get fed up and want to sell. Then, if we pass TOPA, tenants can potentially take control.

01:31:31
Thx Samuel stein

01:32:26
I am so grateful to be on this call. I am a condo owner in a small building in East New York. This is an affordable housing condo building...lottery. I need to connect with an organization that can help the owners understand they are owners not renters and mustb pay into the building. We need legal assistance to work with the owners to pay their maintenance. If we do not turn the building around I can see we will lose this building to speculators and the owners will not be able to afford the going rate for rents.

01:52:13
like why would landlords sell to tenants?

01:52:31
Kenya, the name of the legal firm is Brooklyn Legal Services, Inc.

01:52:40
What is the fee that UHAB is charging for services to the tenants at 100 134 St in the Bronx ?

01:53:14
Elise, yes, our Tenant's Association is within our building.

01:53:48
Tenants can nominate a non-profit of their choice (or, I think, the public housing authority) if they can't/don't want to buy it.

01:54:12

01:54:26
Thanks Deborah, we agree with you!

01:55:01
Thanks Elise for this very informative session

01:56:26
There are buildings that have the 70-30 - Depending on your income.

01:57:44
Can a limited equity coop have coop owned units with a non-eviction conversion plan?

01:57:46
If someone can't afford to pay the rent is there a rent subsidy program for those renters who want to stay but can't afford commitment.

01:57:56
You can have renters in a limited-equity coop, though. But the tenants can also nominate a qualified purchaser to buy.

01:58:14
In other words every tenant would have to purchase their apartments..

01:58:35
Yes, usually the threshold is 80% of units need to be owners in an HDFC co-op

01:58:59
Deborah, there are some rental assistance programs out there already, but we're also pushing for something called the Housing Access Voucher Program, which could help tenants afford to stay in their buildings for the long term.

01:59:09
There is bill pending in NYS Senate to provide funds fire CLT to acquire property. Sponsored y Sen Kavanaugh (S3265). We need to support it as well as TOPA.

I appreciate that this call gives me a good understanding of the organizing that does/would need to be done with TOPA

7A is a great organizing tool!

02:04:13
very informative!

02:04:27
What exactly is a 7A building??

02:04:51
7A is when a court appoints an administer to collect rents and do repairs

02:04:54
https://www1.nyc.gov/site/hpd/services-and-information/7a-program.page

02:05:13
He, the 7A , hasn't been that great. There are many problems in the building.

02:05:43
That’s why you all have to get together and form a Tenant Association.

02:06:22
A lot of traffic all hours. 7A is on that payroll.

02:07:26
here's the most informative YouTube I've seen about 7A proceedings https://www.youtube.com/watch?v=nRJvBex1LAA#t=29m34s It is from "Housing Court Answers" and it's fabulous. You will find yourself taking notes

We also have to win financing for TOPA, Anna. The idea is that tenants would get outside financing to purchase their building and make needed repairs. Also funding for organizing and technical assistance!

02:18:19
lol that dog

02:18:25
TOPA is a means to an end for so many tenants, we are tired of living in a city with no ownership. Thank you for having this sessions, it was very informative.

How can I obtain a copy of this recording?

02:20:23
We will send it out to those who registered

02:21:12
We are researching financing of TOPA deals in other cities, which may include banks but also include CDFIs and other community-focused lenders, as well as city/state money.
