In some countries, professors or departments determine what is taught in IT courses. In some countries, it is to a large extent determined by an external body, like the British Computer Society in the UK.

(That was an outcome from the IDCnet projects more than 10 years ago...)

I am currently studying Computer Science in Spain and I've had only two lectures on Web Accessibility during my whole degree.
