But ultimately START pitches are a business plan pitch, similar to that you would make for an investor.

Only Phase II winners are eligible. But if you expect to get an award by April 1 we welcome you to apply. If you don't receive the P2 award in time, though, you will have to decline the START funds. (ineligible)

The term "startup" is being used generally. Sometimes companies are consulting for years etc. then hit on an idea and pivot to a scalable mode. All P2 winners are welcome to apply

I wish there was a way we could get more funding for this program. COVID has been tough on small companies and many tech companies need to be in person to do lab work. Funding of $1million total for all phase 1 applicants seems low for MA since we get so many good startups and so many phase 2 SBIR awards.

Not sure about Delaware subsidiary. By MA statute (START funds are taxpayer funded) START funds must go to a MA firm.

How many awards are projected for Stage 2 and Stage 3?

You cover use of funds in the question "how will START be helpfpul". If your application is one of the top 22, you will be invited to submit a pitch deck and to Stage 1 Pitch Day. At that time, a separate document is uploaded for use of funds, a simple table. We want a general idea; we understand priorities can change so if you change your need just call us.
