Susan Pricco
17:24
Paul Freese has raised hand for public comment
Jerry Short
59:33
Point of Order please, how does this pertain to the topic at hand?
Fire Tablet
59:46
How long is this going to continue
Fire Tablet
01:00:06
Vote no
Jerry Short
01:02:29
How can you claim there are holes in a report that hasn’t even been finished nor published?
Maureen Brennan
01:03:34
Exactly why we should not appropriate this $$. Let the study continue. Then appropriate PR $$ in July.
vincentwells
01:04:27
Director Davidson,
Fire Tablet
01:04:58
Out of order. This isn't applicable.
Jerry Short
01:05:25
POINT OF ORDER!!!!
Fire Tablet
01:05:40
Speak on the topic before you.
Fire Tablet
01:06:48
Hire them after the study.
vincentwells
01:07:45
Your comments are out of order based on the item being addressed in Item 10. I agree that all the questions you have raised should be answered but the study from AP Triton has not been complete. So great questions but you are way ahead of the study? Absolutely out of order!
Fire Tablet
01:07:49
Vote no. move on.
Fire Tablet
01:09:29
The outreach needs to come after the study comes out.
Fire Tablet
01:10:57
Save your money. Sell it after the study concultion.
Fire Tablet
01:13:29
It would be better spent on a district wide survey. District wide town hall meetings could be conducted to have open discussions.
JanC Callaghan
01:15:24
How much did the feasibility study cost?
Paul Freese
01:16:33
I believe the Board approved $10K last year for the Triton feasibility study.
Fire Tablet
01:16:39
i believe 10k. So you would be in 35k.
Fire Tablet
01:17:49
Will you pay for more outreach once the study is complete?
Paul Freese
01:17:53
I agree there is a need to inform residents and to receive input. But, who creates and sends the message. Not enough info here to support.
JanC Callaghan
01:17:57
Thank you
Andrew Gabriel
01:18:38
Prior to joining the 10k Triton feasibility study, the board was looking at a contract with their current accounting firm (Municipal Resource Group) for approximately 25k.
Fire Tablet
01:18:58
Cart before the horse.
Susan Pricco
01:19:39
I believe the County also paid for part of the Triton study and perhaps East County Fire. I don’t have the info handy at the moment.
Andrew Gabriel
01:20:05
Yes, the bulk of it was paid for by Con Fire and East County
Jerry Short
01:20:09
Sue is correct with that statement, it was shared jointly amongst the 3 agency’s
JanC Callaghan
01:20:16
What is the rush? Send the letter, then see what needs to be done.
Andrew Gabriel
01:20:50
From what I remember, it was a good value considering the kind of information we would get for our contribution to the study
Andrew Gabriel
01:21:11
Versus paying the 25k with RHFD’s current accounting agency
Fire Tablet
01:21:30
I agree send the letter from the Chief. Then reassess a need for out reach.
Fire Tablet
01:25:03
Get your measure O committee to fold stuff and stamp envelops. Use you firefighters.
Damon Covington
01:26:37
Almost 10,000 residents plus postage.
ELIZABETH GENAI
01:29:33
Voices of Rodeo would be happy to help get the word out.
Paul Freese
01:30:03
Outreach is important, but it needs to be for both sides on the issue. Who is going to pay for the opposition?
Zoom user
01:31:42
Funding should be addressed. How will the district get $$? Will any Measure O $ be deducted by Con Fire when funding is decided.
Susan Pricco
01:31:49
There are lots of online groups and there has already been two presentations to groups in Hercules.
Zoom user
01:32:47
Hill has no idea if Measure O will be considered.
ELIZABETH GENAI
01:33:49
I would be happy to have a pro & con discussion at a Voices of Rodeo meeting.
Zoom user
01:37:28
Steve doesn’t know if Measure O will be addressed. How can Measure I be addressed in the Chief’s letter if we don’t know how the funding will be handled? Will Con Fire deduct Measure O funds from their funding if our district is annexed?
Paul Freese
01:38:31
Send the Measure O Oversight Committee letter to the consultants.
Jerry Short
01:38:48
Will do Paul.
Zoom user
01:39:58
Yes. That certainly would outline Measure O funding concerns. Most of Charles’ questions come from the committee letter.
Zoom user
01:43:27
Thank you Paul!!
Zoom user
01:44:40
Steve can rattle on but the public can only have 3 minutes.
Susan Pricco
01:45:36
Common complaint, Zoom User. The public listens to lots of banter from Boards and Councils, and a lot little time for Public Comment. Sometimes less than 3 minutes.
Jerry Short
01:46:07
Yeah most city’s council only allow 2 minutes
Charles Davidson
01:47:41
Clifford Moss: Who We Help; “ build public support for strategic initiatives“CliffordMoss helps public agencies, private organizations and individuals build public support for strategic initiatives, ballot measures, campaigns and causes
Susan Pricco
01:48:31
Sounds like they sell sales pitches.
Zoom user
01:48:54
Vince is LAFCI president & “wants the marriage to happen”. His exact words.
Paul Freese
01:51:19
Please read pages 23-24.
Susan Pricco
01:53:01
Page 23 and 24 of what?
Charles Davidson
01:53:56
I appreciate Chief Craig’s well written letter. Timing is the issue. The consolidation is not a bad idea, it will help the firefighters to improve their service. We need to get our ducks in a row by answering the measure o and public involvement questions answered beforehand. Via AP Triton before public outreach. To eventually have the best possible outreach on a complex series of questions.
Charles Davidson
01:54:04
Thanks
Paul Freese
01:55:05
Pages 23-24 of the Board’s documents shows a very aggressive timeline in favor of consolidation.
Charles Davidson
01:55:16
That will help the arguments in favor of annexation, if that is to happen.
Zoom user
01:56:18
Steve Hill is making assumptions & is digging a hole.
Paul Freese
01:56:45
What’s the rush for consolidation?
Susan Pricco
01:57:12
A timeline is an indication of a project moving forward. In this case, without appropriate process.
Paul Freese
01:57:13
Why not wait until Triton feasibility study is complete.
Susan Pricco
01:58:09
If Measure O is not addressed, then Triton is not doing their job. Or someone has withheld the information from them. Not pointing fingers. Just sayin’
Paul Freese
01:58:17
I was interviewed late by Triton rep. He had no clue at the time about Measure O. He does now.
Zoom user
01:58:21
No approval of funds should be made until APTriton answers the Measure O funding concerns.
Zoom user
01:59:12
No funding
Zoom user
02:00:20
There are more than 10k residents. Does he me households?
Maureen Brennan
02:00:31
This is not an “ambush.” Start with Next-door, etc. other avenues.
Damon Covington
02:00:37
Households
Susan Pricco
02:00:48
If the agenda item fails, You go back to the drawing board about outreach.
Zoom user
02:01:10
Then use the proper terms.
Damon Covington
02:01:23
Sure
Susan Pricco
02:01:52
Point of order - is it appropriate for Board members to communicate with the public on a Chat feature while the topics are being discusses on the virtual dais?
Zoom user
02:03:32
Probably not since it is against the Brown Act.
Zoom user
02:04:15
Campaign? Or just information to the public? Wha
Fire Tablet
02:05:13
No board member can work on a campaign
Zoom user
02:05:52
If a new ad hoc committee is made it should include a member of the public.
vincentwells
02:06:16
I agree with you Susan but here is the concern. You must set up forms of communications, town halls, post cards, or mailers to get out information. As of now, none of the board members on not on the same page and are not equally educated. Who can go to a community to group and even answer any questions. Having a consultant help with messaging is what any government agency in this position would do. The board only meets 1 time a month and the final report is not going to be out until July so what can be said until then? That is the need for a consultant
Zoom user
02:06:58
It can be managed locally.
Paul Freese
02:07:06
Next Wednesday at 3:00 via Zoom, the Measure O Oversight Committee will be receiving a presentation from Vince Wells and Jerry Short on consolidation. Please come.
vincentwells
02:07:18
Ok but what is the message?
Susan Pricco
02:08:31
Presentations have already been done for two groups. By utilizing local online and community groups, the word can start getting out. Start with no-cost and low-cost items and then talk about the issue AFTER information is in. There is no need to rush here.
Zoom user
02:09:23
There is a study to look into consolidating. Nothing further.
Paul Freese
02:10:16
Who determines what is the message for Public Outreach?
Zoom user
02:10:26
No. That is his speech pattern.
Paul Freese
02:11:00
Who are the vendor candidates?
Zoom user
02:11:41
Board members on a “campaign”? Selecting a vendor? Spending $25k? All should be NO.
Susan Pricco
02:12:37
At this point, communication is about speculation of the proposal. People will make assumptions and get wound up if they don’t have all the facts available. Just hold off.
Maureen Brennan
02:13:30
Stop. Wait. Until we have a feasibility study. Table this, please.
Fire Tablet
02:14:00
Call for the vote.
Paul Freese
02:15:51
Table the item and bring back at later time following results of feasibility study.
Zoom user
02:17:32
Yes.
Zoom user
02:20:52
I want to see that letter. What has it just come up now?
Zoom user
02:21:30
Chief said Measure O & other findings will not be addressed specifically.
Zoom user
02:25:35
The letter should come from the board not the chief.
Paul Freese
02:33:35
Another question on consolidation would be if East County and RHFD are annexed at same time?
Paul Freese
02:34:16
With different tax structures also.
