Your comments are out of order based on the item being addressed in Item 10. I agree that all the questions you have raised should be answered but the study from AP Triton has not been complete. So great questions but you are way ahead of the study? Absolutely out of order!

It would be better spent on a district wide survey. District wide town hall meetings could be conducted to have open discussions.
How much did the feasibility study cost?
I believe the Board approved $10K last year for the Triton feasibility study.
i believe 10k. So you would be in 35k.
Will you pay for more outreach once the study is complete?
I agree there is a need to inform residents and to receive input. But, who creates and sends the message. Not enough info here to support.
Prior to joining the 10k Triton feasibility study, the board was looking at a contract with their current accounting firm (Municipal Resource Group) for approximately 25k.

I believe the County also paid for part of the Triton study and perhaps East County Fire. I don’t have the info handy at the moment.

Outreach is important, but it needs to be for both sides on the issue. Who is going to pay for the opposition?
Funding should be addressed. How will the district get $$? Will any Measure O $ be deducted by Con Fire when funding is decided.
There are lots of online groups and there has already been two presentations to groups in Hercules.
Hill has no idea if Measure O will be considered.

Steve doesn’t know if Measure O will be addressed. How can Measure I be addressed in the Chief’s letter if we don’t know how the funding will be handled? Will Con Fire deduct Measure O funds from their funding if our district is annexed?
Send the Measure O Oversight Committee letter to the consultants.

I appreciate Chief Craig’s well written letter. Timing is the issue. The consolidation is not a bad idea, it will help the firefighters to improve their service. We need to get our ducks in a row by answering the measure o and public involvement questions answered beforehand. Via AP Triton before public outreach. To eventually have the best possible outreach on a complex series of questions.
Pages 23-24 of the Board’s documents shows a very aggressive timeline in favor of consolidation.
That will help the arguments in favor of annexation, if that is to happen.

What’s the rush for consolidation?
A timeline is an indication of a project moving forward. In this case, without appropriate process.
Why not wait until Triton feasibility study is complete.
If Measure O is not addressed, then Triton is not doing their job. Or someone has withheld the information from them. Not pointing fingers. Just sayin’
I was interviewed late by Triton rep. He had no clue at the time about Measure O. He does now.
No approval of funds should be made until APTriton answers the Measure O funding concerns.

I agree with you Susan but here is the concern. You must set up forms of communications, town halls, post cards, or mailers to get out information. As of now, none of the board members on not on the same page and are not equally educated. Who can go to a community to group and even answer any questions. Having a consultant help with messaging is what any government agency in this position would do. The board only meets 1 time a month and the final report is not going to be out until July so what can be said until then? That is the need for a consultant

Next Wednesday at 3:00 via Zoom, the Measure O Oversight Committee will be receiving a presentation from Vince Wells and Jerry Short on consolidation. Please come.
Ok but what is the message?
Presentations have already been done for two groups. By utilizing local online and community groups, the word can start getting out. Start with no-cost and low-cost items and then talk about the issue AFTER information is in. There is no need to rush here.

Board members on a “campaign”? Selecting a vendor? Spending $25k? All should be NO.
At this point, communication is about speculation of the proposal. People will make assumptions and get wound up if they don’t have all the facts available. Just hold off.
