Valley Alliance of Neighborhood Councils (VANC) Meeting - Speaker view
Glenn Bailey
01:30:19
From the EmpowerLA calendar: BONC Elections Town HallTuesday, August 31⋅6:30 – 8:00pm
Tony Wilkinson
01:32:26
Frankly, a sympathetic truly inde[endent non-profit who shares goals with an NC is a good partner TODAY. If the effort is to create a "Neighborhood Council private bank", I think there are inherent conflicts of interest and it's not a good idea.
Tony Wilkinson
01:32:52
The issue is interlocking boards. Non-profits must NOT be tied to the city agency. Boards must be different.
Sharon Brewer
01:34:42
The question was NCs accepting "DONATIONS".
Tony Wilkinson
01:36:10
The answer that WOULD work (but be opposed by 'modern' city officials, would be for the NC to have its own bank account and be authorized to hold its own CITY funds up to a modest amount ($10,000?) for public purposes. Don't think that would fly, but I see no reaon why iy couldn't be authorized/

Oma El (they/them)
02:18:23
That's definitely not what Ms. Beltran said!
Kathleen Edwards
02:19:54
“Micro-aggressions?” No due process, over-reach, unConstitutional...
Rudy Melendez
02:20:41
DONE should be focusing on more important things like administering fair and transparent elections.
Glenn Bailey
02:21:48
The first Draft Code of Conduct Policy Feedback Session is calendared for Monday, August 30⋅6:00 – 8:00pm
Jeffrey Mausner
02:23:50
Hi Jeff B. Thank you for your comments about the East Valley Shelter. You are right about the construction there. A few years ago, I went over to East Valley with someone from General Services. They determined that it was infeasible to put air conditioning into the dog kennels. Air conditioning was put into the dog kennels at West Valley, thanks to General Services, but it can't be done at East Valley. The dogs at East Valley have to suffer through temperatures over 100 degrees. Best regards, Jeff M
Rudy Melendez
02:27:00
So its about having authority over us
Kathleen Edwards
02:31:43
Then give NCs MORE POWER to mute or remove individuals with our in-house processes.
Glenn Bailey
02:32:40

Commissioner Atkinson will have 90 minutes at the September 25 NC Congress to introduce the new antibias training and have some positive discussion of it.
Glenn Bailey
02:34:34
Per the BONC agenda: the Code of Conduct Feedback Sessions are listed as:• August 30, 2021, 6pm, Zoom TBD• September 11, 2021, 1pm, Zoom TBD
Sharon Brewer
02:34:44
NCs do not have City Attorney at meetings like City Commission meetings. Only NEAs who should be addressing issues before they get out of hand.
Kathleen Edwards
02:37:57
Plenty of people with political agendas misuse the process to further their cause. The City seems to cater to them, versus protecting opposing views.
Tony Wilkinson
02:39:08
That is a very true issue involved in these discussions. Anyone who understands the academic origins of the social justice movement know that people who support some of those theories are adamantly against any dialog with people who may have good faith different opinions of the theory, even when they agree with the objective. The 'no other opinions allowed' approach is predictable approach from some.
Kathleen Edwards
02:44:42
The problem is, diversity of thought and inclusion of opposing ideology is NOT respected or recognized as being a legitimate point of discussion. Who determines who is being marginalized?
Cindy Cleghorn
02:45:38
Re code of conduct. Please remember that many people have OPINIONS. Those opinions are not facts.
Rudy Melendez
02:47:33
there is an awful lot of authoritarianism going around city hall these dsys
Oma El (they/them)
02:47:47
The truth will come out. The facts are indeed the facts.
Kathleen Edwards
02:52:15
But, who evaluates the facts, and which facts are entered into the decisions? Facts can be Cherry-picked in allegations.
Cindy Cleghorn
02:54:56
Sunland Tujunga had EXTENSIVE outreach for our elections with high voter turnout yet we are accused of voter suppression by the Councilwoman in her motion yet she has never attended or spoken at one our meetings. Same with our NATIONAL NIGHT OUT on 8/3/21. We had a diverse and large turnout. How can we correct the wrong info being aired incorrectly about us individually and as STNC.
Kathleen Edwards
02:55:39
It is a violation of freedom of speech, Ron. Our freedom of speech protects not speech you agree with, but protects speech you may not agree with.
Oma El (they/them)
02:56:41
Hate speech is not free speech.
Asaad Alnajjar (he/him)
02:57:15
Discrimination and Cyberbullying is NOT free speech
Tony Wilkinson
02:57:50
Let's be clear, nothing in the Code of Conduct protects us from THE PUBLIC. This is all about col[leagues being thoughtless or worse with each other.
Kathleen Edwards
02:58:17
Our forefathers would disagree with you, Oma.
Oma El (they/them)
02:59:09
Read the Declaration of Independence, Kathleen.
Cindy Cleghorn
03:00:17
Tony is correct.
Karen
03:00:22
Free speech keep the flow of ideas going and discussion with few restraints, as it should be
Kathleen Edwards
03:00:35
Constitution, Oma, and I’ve read it.
Tony Wilkinson
03:01:50
The history of free speech (legally) is that speech itself is not criminal unless it is libelous or threatening. The differences today is that some people are tryi8ng to define "hurtful" speech as illegal. History shows that that kind of censorship is going to be used against the would be censor the very next the the 'other side' gets in power.
Oma El (they/them)
03:02:22
The Fourth of July cell celebrates the signingbof the D of I.Our Founders were (classical) liberals who held the liberal ideals of Equality and Consent of the Governed. no matter how much that hurts, it's reality.
Keren Waters, Granada Hills North NC
03:02:41
Right Asaad. This is the bottom line.
Kathleen Edwards
03:03:11
“Congress shall make no law respectiing an establishment of religion, or prohibiting the free exercise thereof, or abridging the freedom of speech, or of the press...”
Douglas Epperhart
03:03:44
That power to remove a board member given to the commission involved a public process. Not a bureaucratic suspension as a result of an allegation (which possibly may be anonymous).
Karen
03:04:27
Forced speech is not freedom of speech either.
Glenn Bailey

The LANCC motion asks that protected political speech not be subject to the code of conduct.
Rudy Melendez
03:08:11
Too many NC’s trying to limit public comment is unDemocratic and unAmerican.

What day is Constitution Day - without looking it up? haha Also, the Constitution is a living document. The Fourth of July is celebrated because the Declaration of Independence laid out that... We the People hold these Truths to be self-evident... that all are born equal w certain inalienable rights. THAT'S why the right to freedom of speech is in there. You don't get to skip the first part and call yourself a patriot. LOL
Kathleen Edwards
03:12:55
See how people get testy when you challenge with opposing thought
