two question please: whole street type schemes are more cost effective and allow treatment of neighbourhoods, if planned and managed well with a good lead in time. How can this approach be combined?

For example external insulation fitted leaving unnecessary combustion ventilation holes. Thermal imaging should be the front end of retrofitting.
We need Google street maps of thermal imaging!
This has been done but is mistaken - TI has to be done with pressure reduction indoors.

You talk about incentivising clients. Three quarters of our clients begin retrofit within a month - and Always start with DIY darught0-basting, which nobody has mentioned because then can account for 1/3 of heat loss.
