Walla Walla County does not have day shelters for folks to stay out of the smoke, but are supporting 24/7 shelter operations with Emergency Housing Grant dollars (through December). Still not enough to keep people safe and out of the smoke though, especially because many shelters are at capacity.

Would it be more effective to give the CARES money directly to landlords to pay their mortgages, then to cancel rent for the tenants? Without rent, the money people receive will go to a variety of goods and services, thus stimulating the economy more effectively. The vast majority, if not all, of my clients' money goes to rent, so the landlords will be covered either way. At least this way, people can afford other basic needs, like food, without having to expose themselves to unnecessary risk.

Landlords won't try to illegally evict people (as much) if they're paid by the government to keep them housed. The tenants can spend a lot more money and stimulate a lot more industry with the extra cash they'll have that isn't going to avoid homelessness. It's much more than the landlords will be able to spend.

Pierce County closed its public rent assistance portal but left open applications coming through By and For orgs. The County already had a CARES Relief Fund rental assistance program in place and those applications had reached the presumed limit given both county and ERAO funds. They hope to process the backlog and reopen the public portal early Oct.

Also, everyone should please be aware that the US Census is doing their unsheltered outreach on September 22 - 24. In most cases, they are doing a simple headcount in encampments - but this will be from 7pm - 7am.
