I think Allen Johnson may be speaking to independent artist right now about controlling their own music. If you have BMI and ASCAP license, and ONLY play music from those 2 PROS in one-and-done livestreams, it sounds like you're probably okay... don't quote me tho! I'm definitely still learning.
