Capacity. Community leaders in rural areas wear a lot of hats and are doing a lot of things (double, triple or more) than urban teams. The stresses are extreme so without the buy-in Christian mentioned, I think it's hard to elevate this survey above their own. More than survey fatigue there's concern that data gathering rarely translates into meaningful impacts in rural communities.

We appreciate that and have been working on 1) if you can forward results from business surveys you completed already, we will attempt to incorporate your results into the state-wide survey, though this will depend on comparative questions and capacity to analyze. 2) we are really focusing our effort to make sure that we do establish actions and resources for communities of different sizes. DCI’s membership is over 60% rural, small communities and we take very seriously the approach and needs of small communities, We invite leaders from rural areas to be part of framing the loan term approach.
