The document by OSHA "Guidance on Preparing Workplaces for COVID-19" is referenced frequently in samples for preparing our Preparedness Plans. The Lower Exposure Risk category says PPE is not required beyond what normally would be required on the jobsite (thinking gloves for example). The EO seems to state otherwise, seeming to state these things are required. Is the EO the overriding authority in this case? Does that make the OSHA guidance document somewhat irrelevant?
