Ventillation is tricky in some areas. For example, in Kamloops there are many days in the winter where outdoor "fresh air" is challenged. We have an active pulp and paper mill, and a lot of people still burn wood. Many nights the air in the halls reek of mill pollution and wood smoke. Wood smoke of course being highly similar in chemical composition to tobacco smoke but 10-12 X more toxic.
