Are we required to get concurrence from the charter executive for virtual meetings as well?
I don't think you would need permission for virtual meetings since you are following the council guidelines.
Does a printed email from Chartered Partner head, granting permission to resume meetings, qualify as written permission? Or must it be in official stationary?
Email from the executive officer or charter org rep is fine for written permission as long as it says you can meet.

If new scouts join before the October date, will they have to pay the one time joining? We usually work to recruit in a August or September.
Bryan, Yes, any new youth who joins after August 1st will need to pay the joining fee
Hey - I have been living with these little guys for quite some time - it's only fair to share. We started this group with 8 - now we are 50 - 80 - the babies are hard to count. They are clean and easy.
